Introduction
Background: The Procurement and Supply Management project is the primary vehicle through which the U.S. State Department 1) procures and provides health commodities, 2) provides systems support to improve partner countries’ management of the supply chain, and 3) collaborates with key international stakeholders to support global health initiatives. The Haiti office works under two of the project’s task orders (HIV/AIDS and Maternal Child Health & Nutrition) to provide commodities and supply chain systems support.
Position Purpose:
The Data Officer is part of the GHSC-PSM project team responsible for managing data used to ensure the distribution, quantification and procurement of medicines, tests and laboratory supplies for the PEPFAR HIV program. The data officer collects monthly stock inventory and patient data reports from the PEPFAR health care facilities in Haiti, reviews and analyzes the quality and accuracy of the data received, produces quarterly calculation recommendations for site replenishment through internal stock requisitions. In addition, the data officer reinforces the importance of timely reporting and works with sites to verify the validity of the data and reinforces stock management best practices.
Fonctions
Specific tasks to be completed under this SOW are as follows:
1. Data Collection & Validation
• Collect monthly stock inventory and patient per regimen dispensing reports from PEPFAR-supported health facilities across Haiti.
• Review data submissions for completeness, consistency, and timeliness.
• Verify and validate reported figures through follow-up with sites and cross-checking against historical consumption trends.
2. Data Analysis & Reporting
• Analyze data to assess stock levels, consumption patterns, and patient coverage rates.
• Identify discrepancies or anomalies in reported data and initiate corrective actions with facilities.
• Produce quarterly calculation recommendations to guide site-level replenishment quantities through quarterly distribution efforts.
• Support internal stock requisition preparation using validated data within an internal Logistics Management Information System (LMIS).
3. Capacity Building & Quality Assurance
• Provide ongoing support to health facility staff on proper data entry, reporting accuracy, inventory tracking, and general stock management best practices.
• Reinforce adherence to reporting timelines and submission standards.
• Conduct data quality reviews and periodic verification visits to confirm accuracy of stock and patient data.
4. Collaboration & Continuous Improvement
• Collaborate with program teams to align data management practices with national reporting standards.
• Contribute to improving data flow between facilities, the central warehouse, and national systems (e.g., SYGDOCC, mSupply).
• Promote best practices in stock management and data-driven decision-making to strengthen supply chain performance.
5. Miscellaneous
• Participate on request to both internal and external meetings
• Performs any other task entrusted by his/her supervisor
Qualifications Requises
• Bachelor’s degree in data science, Data Analytics, or related field preferred. Certificate of study (certifying 2-4 years of university study) with relevant work experience is acceptable in lieu of a degree.
• 3-5 years of demonstrated work experience in data management, management information systems, logistics or related experience in health care is required.
• Proficiency in Microsoft office products including Word and Excel is required.
• Fluency in French and Haitian Creole is required, good working knowledge of English advantageous
• Ability to travel when requested
• Adept at problem solving, data analysis, and report writing
• Excellent written and oral communication skills
• Ability to work as part of a team in a dynamic, fast-paced environment
• Experience working with a Logistics Management Information System (LMIS) strongly preferred
Conditions particulières
Reporting:
• The Data Officer will report directly to the Data Manager
• Chemonics may amend the SOW for this assignment in consultation with the employee.
