Introduction
The GHSC-PSM project will be the primary vehicle through which the US State Department will 1) procure and provide health commodities, 2) provide operational support to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. The Haiti office will work under two of the project’s task orders (HIV/AIDS and Maternal Child Health & Nutrition) to provide commodities and supply chain technical assistance.
Position Purpose
The LMIS Manager is a key role responsible for ensuring that existing information structures are effective, efficient, and responsive to the project’s data needs. The position oversees the organization and performance of the supply chain logistics management information system, ensuring that accurate, timely, and reliable data are available to support management oversight and evidence-based decision-making.
The LMIS Manager is responsible for the end-to-end technical, operational, and data management of the project’s Logistics Management Information System (LMIS) and its integration with warehouse management systems (WMS). This role ensures that site-level reporting, replenishment simulations, dispatch execution, and stock visibility operate as a single, coherent system—translating data into defensible distribution decisions while maintaining system integrity, auditability, and alignment across platforms. Positioned at the intersection of data analytics, supply planning, and warehouse distribution, the LMIS Manager ensures consistency between what is calculated, approved, dispatched, and ultimately received. The role proactively identifies data challenges, (such as deviations, bottlenecks, or duplication), and proposes practical solutions to strengthen the tools and processes used to address them. The LMIS Manager is also responsible for driving continuous improvement of the logistics information system platform and represents GHSC-PSM in technical working groups and Ministry of Health–led forums focused on harmonizing and unifying logistics information management systems.

Tasks
Specific tasks to be completed under this scope of work are as follows:
1. LMIS System (SYGDOCC) Ownership & Development
• Serve as the primary system owner for SYGDOCC, including:
o Management of user roles and permissions
o Product master data (codes, categories, units of measure, pack sizes)
o Facility hierarchies and reporting status
• Design, develop, and maintain SYGDOCC system enhancements using C# / ASP, translating supply-chain business rules (e.g., AMC, MOS targets, simulation gaps, approval workflows) into reliable application logic; build and support integrations between SYGDOCC and the WMS and manage backend processes, databases, and change control to ensure system integrity
• Ensure SYGDOCC operates reliably and autonomously, minimizing manual intervention while reinforcing calculation logic
• Maintain system readiness during distribution planning cycles
2. Replenishment Logic & Simulation Oversight
Oversee and validate SYGDOCC replenishment simulations, ensuring:
o Correct application of AMC, MOS targets, and simulation gaps based on site reporting practices
o Reinforce adjustments for known anomalies (e.g., batch expiries, reporting irregularities, consumption spikes) from monthly site reporting
• Work closely with data team to ensure data transparency by site and product category are available for ground-truthing calculation assumptions
3. SYGDOCC ↔ WMS (mSupply) Coordination
• Act as the bridge between SYGDOCC and the WMS, ensuring:
o Approved replenishment quantities flow into warehouse workflows
o Dispatch data is reflected into SYGDOCC for stock reconciliation and visibility
• Monitor and troubleshoot data movement between systems to prevent breaks in traceability
4. Data Quality, Controls & Governance
• Establish and enforce data quality standards across:
o Site reporting completeness and timeliness
o Adjustments, losses, expiries, and back-dated entries
• Support data validation and approval workflows to ensure transparent decision-making.
• Maintain an auditable trail linking:
o Site reports → simulations → approvals → dispatch → proof of delivery (POD)
5. Stakeholder Coordination & Capacity Building
• Serve as a LMIS technical focal point for MOH counterparts, networks, and Internal project teams (data, operations, warehouse, IT, etc.)
• Translate complex system outputs into clear operational guidance for non-technical stakeholders.
• Lead or support training and SOP development for SYGDOCC users where necessary
6. Continuous Improvement & System Evolution
• Identify gaps and risks in current system design (e.g., default pushes, lagging reporting, misaligned master data)
• Propose and support system enhancements that improve data visibility planning accuracy, and operational efficiency
• Support testing and rollout of updates in coordination with developers or technical partners.
Qualifications Requises
Job Qualifications
• Bachelor’s degree in software development, Information Systems, Computer Science, or equivalent professional experience.
• Minimum three (3) years of experience in stock management systems, inventory monitoring, or supply chain–related information systems.
• Demonstrated experience in the software development, configuration, or administration of LMIS/MIS platforms (strong proficiency in C# ASP considered an asset).
• Fluency in Haitian Creole and French, with a strong working knowledge of English.
• Strong technical writing skills, including the ability to produce clear documentation, SOPs, and analytical reports.
• Highly detail-oriented, rigorous, and methodical approach to work.
• Proven ability to work effectively in multidisciplinary teams and perform under pressure in dynamic environments.

Reporting
• The LMIS Manager will report directly to the Deputy Country Director
• Chemonics may amend the SOW for this assignment in consultation with the employee.
