Introduction

The ZL Electrical Infrastructure Manager is responsible for overseeing the planning, design, installation, and maintenance of electrical systems across ZL-supported health facilities, with a particular focus on the NNP2 program and other major initiatives. This role ensures electrical safety, efficiency, and resiliency while contributing to the sustainability of facility-scale projects in resource-limited settings. The role requires strong project management, technical expertise, and hands-on experience with facility-scale electrical systems.


Fonctions

1. Electrical Infrastructure Management:
• Lead the design, implementation, and maintenance of electrical systems, ensuring compliance with safety standards and best practices.
• Assess existing electrical infrastructure and recommend improvements, including breaker sizing, wire selection, grounding systems, surge protection, and switchgear management.
• Manage the integration of electrical systems with other infrastructure components, such as biomedical equipment, HVAC systems, and water supply systems.
• Ensure uninterrupted power supply through the effective management of generators, solar installations, and grid connections.
• Develop and maintain single-line diagrams, bills of quantity, and other technical documentation.

2. NNP2 Program Implementation:
• Coordinate the electrical components of the NNP2 program, focusing on structural, safety, and electrical improvements at ZL-supported facilities.
• Oversee contractor selection, project execution, and quality control for NNP2 electrical projects.
• Collaborate with clinical, administrative, and infrastructure teams to align project scopes with operational priorities.
• Lead coordination thoroughly across PIH teams regarding decision-making needed for each phase of project development and implementation including initiation, planning, estimating, budgeting, scheduling, procurement, construction, cost-control, and closeout
• Communicate updates with all relevant stakeholders in a proactive and timely manner

3. Team Leadership and Capacity Building:
• Mentor and train electricians and maintenance staff on best practices for electrical safety, maintenance, and repair.
• Supervise multidisciplinary teams and contractors during project execution, ensuring adherence to timelines and budgets.
• Identify and address skill gaps through targeted training and capacity-building initiatives.

4. Operations and Maintenance (O&M):
• Develop and enforce maintenance protocols to minimize downtime and extend the lifespan of electrical systems.
• Develop preventative maintenance plan for electrical systems and carry out site inspections on at least an annual basis
• Support budgeting and procurement processes for O&M activities.
• Development of an electrical infrastructure maintenance plan.
• Monthly and annual reports on system performance, maintenance activities, and incidents.
• Emergency response plan for electrical failures.
• Energy efficiency strategy with measurable reduction targets.

5. Strategic Leadership:
• Collaborate with senior leadership to develop long-term strategies for electrical infrastructure resiliency and energy efficiency.
• Evaluate and recommend new technologies to enhance system performance and reduce costs.


Qualifications Requises

Technical Competencies:
• Bachelor’s degree in Electrical Engineering, or a related field.
• A minimum of 5 years of experience managing facility-scale electrical projects, including design and supervision.
• Strong experience with generators (10-400 kVA), solar/PV systems, Uninterruptible Power Supply (UPS) systems and hospital electrical infrastructure.
• Strong knowledge of electrical codes and safety standards.
• Proficiency with drafting software (e.g., AutoCAD) and the ability to produce technical diagrams.
• Proficiency in project management and maintenance planning.
• Ability to troubleshoot and resolve electrical issues efficiently.
• Strong leadership, communication, and problem-solving skills.
• Experience in resource-limited environments and familiarity with healthcare facility infrastructure preferred.
• Fluency in French and Haitian Creole; proficiency in English is strongly preferred.
