Job Summary
The Finance and Administrative Manager provides strategic financial management leadership for FH within a country office and ensures compliance with policies and procedures. This position is responsible for managing Finance and Administrative units and ensuring that routine monthly finance schedules and reporting deadlines are met. Through high-level analysis of past spending and projections, this manager provides key input and recommendations to Program Manager in the development of new budgets as well as the effective management of current programs.

The Finance & Administration Manager is a member of the country Senior Leadership Team (SLT) and participates in regular SLT meetings according to the SLT charter and schedules and is in general responsible for overall financial management and compliance. The Finance & Administration Manager ensures all internal controls and finance functions work to provide the appropriate support to the program. Also provide timely reports and advice to the Country Director and participate in strategic planning. This position directly supervises a team between 3-5 staff and oversees an additional 3-5 finance and administrative staff based in the field

Key Result

Area #1 Financial Management and Compliance (approximately 50% of time)
• Develop, coordinate and implement plans for the control, monitoring and reporting of all FH Haiti financial operations.
• Cultivate and maintain proficiency in the rules and regulations of various donors and provide guidance in the area of donor compliance.
• Maintain current knowledge of local government requirements related to financial matters and ensure compliance with tax regulations and other legal requirements.
• Review payments and ensure they are in compliance with FH’s requirements before their approval by the Country Director.
• Review procurement documents to ensure compliance with FH’s policies and procedures.
• Work closely with the Country Director and other departments to implement, improve and maintain financial management policies, systems, structures, and procedures.
• Develop and update SOPs related to internal Finance tasks for transparency and risk mitigation.







Key Result

Area #2 Internal Controls and Audit Support (approximately 20% of time)

• Perform regular checks of FH’s accounting activities in all its site offices, including monthly reviews of financial transactions to check for appropriate documentation, correct account assignment and approvals.
• To ensure that adequate internal controls are in place, closely monitor all financial activities and keep the Country Director advised of all situations which have the potential for a negative impact on internal controls or financial performance.
• Implement and maintain systems to ensure that cash is controlled and accounted for in an accurate and timely manner in accordance with FH and donor requirements.
• Take a leadership role in facilitating internal or external audits. Liaise with the International office and other stakeholders in the planning and coordination of any of these audits as in a team we stand and defend effectively.
• Take appropriate action with departments concerned to address audit findings and recommendations, follow through on action plan commitments and share all through the CD to the key levels or offices.
• Provide support for ensuring awareness and compliance with FH’s anti-fraud and corruption policy in close collaboration with the CD.

Area #3 Finance & Administration Units Leadership and Management (approximately 15% of time).
• Provides leadership to the Finance & Administration units and manages the Finance & Administrative teams to follow routine weekly and monthly schedules and meet deadlines.
• Lead the annual financial operational planning process in close collaboration with the Country Director and Program Manager.
• Collaborate closely with the Talent & Culture Manager to recruit, onboard and train all finance & Administration department staff.
• Leads and nurtures the spiritual growth and integration of a biblical worldview and the values of: Christian calling to service of the poor, excellence, stewardship, servanthood with Finance & Administration team’s members.
• Manage finance & Administration staff travel and vacation to coordinate staff absences to avoid gaps and minimize risks in key responsibility areas.
• Identify capacity development needs within both departments and organize appropriate training.
• Ensure effective resource management and maximize cost effectiveness and value for money throughout FH Haiti’s operations

Key Result

Area #4: Financial Reporting (Internal and External) (approximately 10% of time).
• Supervise monthly financial closing process in Microsoft Dynamics MSD (review, upload and post monthly journals).
• Ensure that, monthly, balance sheet reconciliations are completed on a timely basis and that the country's standard report and supporting data are reviewed and produced monthly.
• Consolidate monthly financial reports to provide project managers with timely reports on fiscal health, including revenue/expenditure reports, expense reports by grant and budget variance reports, among others.
• Complete the monthly country office finance scorecard and any of the associated requests in regard.
• Provide financial analysis to the SLT on monthly basis, focusing on program and overhead costs BVA and provide advice for ensuring organizational financial health.
• External: Lead the preparation of all donor financial reports in respect to accounting, legal and contractual requirements and ensures the review of such reports by the Country Director. Submits external reporting to the Finance Manager, LAC Region for review prior to submission to donor.
• Fully respond to all the reviews at any time from the Finance Manager, LAC Region, the Global office or National Organization (NO).

Key Result

Area #5: Cash Flow Planning and Cash Management (approximately 5% of time).
• Review and submit monthly cash flow requests to the Global Services Center (GSC) for continuous operations.
• Monitor monthly cash flow and work with program staff and others to better estimate cash needs. The FM ensures enough cash is available for uninterrupted operations.
• Monitor and assess cash levels in country offices vis-à-vis spending plans, contractual commitments, etc. to sufficient operational funds available, and vendor and labor payments are made promptly upon receipt of necessary justification documentation.
• Ensure regular contact with local bank management on routine operational matters with country offices including negotiation of exchange rates, e-Banking timely and efficiently give information and advice accordingly and where applicable.
• Enforce FH Finance policy on program advances, credit terms, credit cards and use of bank payment instruments and ensure compliance with FH requirements.

Conditions particulières

Experience

● At least 10 years of experience in relief and development or relevant industry.

● Practical experience in using a wide range of accounting software including MS Dynamics, knowledge of Power BI is an asset.

● Computer Literate Application (Microsoft Suite, Advanced Excel)

● At least 5 years of continuous experience with key donors (USAID, UKAID, EU grants, Private Funds, among others) including interpretations of donor financial management regulations and reporting requirements.

● Proven senior leadership experience in planning, budgeting and managing all financial and administrative activities of INGO

● Non-profit ministry experience is a plus.


Conditions de travail

Education/Certifications


● Must have a degree in Accounting (CPA or ACCA), Business Administration or Bachelor of Commerce from a recognized and certified institution or university. A master’s degree is an asset.



Language
Proficiency in spoken and written English. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.
