Introduction

Under the direct supervision of the Director of Finance, the Finance Manager will be responsible for ensuring that all activities necessary for the success of the project are properly implemented. He/she will ensure that all actions are in compliance with project procedures. He/she ensures that the objectives are carried out in optimal conditions of efficiency.


Fonctions


• Provides leadership and daily management for all financial components of the project.

• Work with the Technical Director and Principal Investigator to ensure that planned activities are being conducted within the parameters of the budget, conducting site visits to ensure that expenses are appropriately coded and allocable to the project.

• Supervise the work of the Grant Accountant and Timesheet Accountant, communicate with PIH Boston finance and grants management teams on financial matters.

• Prepare monthly financial reports according to the established terms and conditions.


• Participate in the development of budgets and action plans for the project.


• Reconciling the financial reports submitted in collaboration with the officials.

• Make the accounting registration of supporting documents

• Ensure disbursements for the various applications under the project.

• Ensure compliance with administrative and financial standards.

• Contribute to the development of project operational budgets.

• Serve as a liaison between the finance department and the various members of the project management team.

• Participate in external audits of the project by providing the necessary data and acting as an interlocutor for auditors during audits.


• Entering adjustment entries of regularization prepared by auditors for financial reports.

• Assist the Ministry of Public Health and Population (MSPP) in the implementation of TB guides and protocols;

• Plan and organize programmatic meetings with sites on a quarterly basis;


• Represent the institution in national and international meetings and/or conferences pertaining to the project;

• Actively participate in academic and research activities;

• Act in accordance with the institution's policies and procedures.


Qualifications Requises

• Hold a bachelor's degree or degree in accounting, finance, business or any related disciplines.

• Have at least two (2) years of experience in accounting and finance

• Have at least two (2) years of administrative management experience in an NGO

• Advanced proficiency in Microsoft Excel and good command of other Office products (Word, PowerPoint, Outlook, Teams)


• Fluency in French and Creole; proficiency in English is highly desirable


• Excellent financial and accounting skills, with experience using at least one accounting software
