Introduction
The Institut pour la Santé la Population et le Développement (ISPD) is a non-profit organization working primarily in the health sector in Haiti providing technical support to the Ministry of Health through the National AIDS Control Program (PNLS) and the Department of Family Health (DSF) to improve the quality of services provided to the Haitian population including HIV care and maternal health services, and the prevention and management of childhood illness.
ISPD is currently looking for qualified candidates for a Strategic Information Advisor position for a project funded by US Federal Government aiming to resume critical lifesaving activities for HIV prevention and treatment. Under the direct supervision of the Executive Director the incumbent will oversee all Monitoring Evaluation aspects of the project. The position will be based at Port-au-Prince with travels to North, North-East and North-West. Preference is for Haitian national candidates.
Fonctions
• Guide the technical direction of the M&E approach and strategy; oversee and coordinate work related to monitoring and evaluation activities
• Oversee monitoring and evaluation, analyses, and assessments of all ISPD supported projects, including data quality assessments, participatory data collection methods and protocols
• Conduct analysis across data sets to identify trends, anomalies, gaps, and opportunities for improvements
• Develop dashboards and other visual aids to communicate key findings to stakeholders
• Facilitate periodic project performance reviews
• Ensure documentation and dissemination of lessons learned and best practices
• Build and maintain networks with M&E leads and data managers
• Collaborate with key stakeholders to build supported sites capacity on electronic medical record (EMR), continuous data quality improvement methodologies (Healthqual), M&E platforms (RADAR, PLR, MESI...), VIP Card and MER indicators
• Work with key stakeholders to ensure the availability of the necessary infrastructure to support data collection, validation and reporting at supported health facilities
• Collaborate with relevant national stakeholders for prompt resolution of operational issues encountered in national digital systems such as MESI, EMR, PLR, and RADAR,
• Conduct field visits and provide technical assistance to perform data quality validation, mentor providers/data managers to conduct monthly data analysis, set up task force team to ensure that all patients’ data are up to date on EMR
• Ensure timely and accurate reporting as required by the national AIDS control program and funding agencies (weekly, monthly and quarterly)
• Lead development of all project reports (quarterly, semi-annual, annual) to show progress in relation to the work plan and the results framework with a focus on impact
• Supervise and ensure professional development of M&E officers and data managers
• Represent ISPD in meetings and training related to M&E
• Support the development of programmatic proposals, work plans, and budgets
• Ensure quality of evaluations conducted by consultants
• Any other duties assigned as per the dynamic programming environment
Qualifications Requises
• Desired: Master Degree in public health, epidemiology, statistics or other relevant disciplines
• Required: at minimum Bachelor Degree in related field
• Minimum of 7 years of work experience in leading implementation of monitoring and evaluation systems, data quality, data analysis and use
Conditions particulières
• Experience in leading the M&E of a large PEPFAR funded project with record of effective performance improvements in Haiti
• Conceptual knowledge about theories of change, logic model, M&E plan, data quality assurance, and data utilization
• Demonstrated experience in developing and operationalizing routine monitoring system designed to track both output and outcome indicators
• Proficiency in Microsoft Office Suite
• Demonstrated at least intermediate level of command of statistics, sampling methodologies, quantitative methods
• Demonstrated skills in data collection, data analysis and data visualization with proficiency in a statistical package i.e. Stata, SPSS, advanced Excel, or Business Intelligence applications
• Working knowledge of patient-level and aggregate data management systems use in the national HIV program
• Knowledge of PEPFAR reporting requirements, MER indicators and reporting platforms
• Experience in implementing continuous quality improvement methodologies, technical capacity building and supervision
• Excellent report writing and oral presentation skills in French and in English (Level 4)
• Ability to communicate technical information to audiences with varying levels of technical expertise
• Effective leadership skills and ability to foster collaboration across diverse teams
• Exceptional organizational skills and attention to detail
• Self-motivated, able to work independently and as part of a multidisciplinary team
• Able to work well under pressure, skills in crisis management and problem-solving
• Adaptable and open to learning new methodologies and technologies
• Solid understanding of ethical data practices
• Experience in developing and implementing clinical or operational research protocols is a plus
• Experience in contributing to grant writing is strongly desired
