Background: The Procurement and Supply


Management project is the primary vehicle through which USAID

1) procures and provides health commodities,

2) provides systems support to improve partner countries’ management of the supply chain

3) collaborates with key international stakeholders to support global health initiatives.

The Haiti office works under the HIV/AIDS task order to provide commodities and supply chain systems support. 



















 


Fonctions

Position Purpose:

 The Procurement Officer is responsible for overseeing the high volume of operational, non-health commodity and specialized service procurements for the GHSC-PSM project in Haiti. He/She will ensure that solicitations are processed with free and open competition, and that all procurements conform with relevant USAID regulations and Chemonics policies. Additionally, he/she will support the project’s Contracts team to manage subcontracts and service agreements from competition, implementation, and administrative closure.

Tasks: Specific tasks to be completed under this SOW are as follows:

Procurement

RReview and track Procurement Action Requests (PARs) from operations and technical teams. Provide feedback on PARs to ensure specifications for services/goods procurement are clear.

·    Draft solicitation documents (RFQ/RFP) to conduct full and open competition for the procurement of non-health commodities and/or services in compliance with Chemonics and USAID rules and regulations.

  • Ensure transparent and bias-free procurement process ensuring “no conflict of interest” for all purchase orders, service agreements, and subcontracts.
  •       Conduct the evaluation of offers and selection of service providers/vendors in compliance with Chemonics policies and USAID
    regulations.
  •  Draft purchase orders for procurements in accordance with Chemonics standard purchase order template, coordinate with vendors after receiving appropriate reviews and approvals, and facilitate the completion of the procurement file upon successful delivery of requested goods/services.
  •       Review and process vendor invoices for payment.
  •       Assist the Contracts and Procurement Manager to prepare monthly expense forecasts for the unit.
  •       Maintain accurate and complete procurement files for all purchase orders on SharePoint and hard copy (as needed).
  •      Other duties as assigned by the Contracts and Procurement Manager.
  • Contracts
    • Prepare subcontracts, service agreements, and contract/agreement modifications.
  • Draft negotiation memos and any justification documentation required in compliance with Chemonics policies and USAID regulations.
  • Manage service contracts and subcontractors to ensure that services are provided, and payments are made in a timely manner in compliance with the terms and conditions of the contracts.
  • Ensure that all electronic files are well organized and available on SharePoint; maintain service agreement and subcontract files in accordance with Chemonics policies and USAID regulations.
  • Review deliverables and process payment requests for all service agreements and subcontracts.



Qualifications Requises


  • Associate or bachelor’s degree  in business administration or related field preferred. Equivalent work experience is acceptable in lieu of a degree.  
  • Minimum of 3 years of professional relevant work experience required.
  • Experience managing service/material procurements and subcontracts on USAID-funded other donor-funded projects preferred.
  • Demonstrated relevant knowledge of procurement management including the solicitation process, drafting contracts and relevant modifications, enforcing contract requirements and communicating with suppliers.
  • Advanced Microsoft Office and Adobe Acrobat skills.
  • Fluency in French is required; English proficiency is preferred.
