Introduction
The Projet Paysages Résilients – Nord (PPR-Nord) is a five-year USAID activity that aims to increase community resilience across three sub-watersheds (Les Perches, Bahon and Joli Trou/Cormiers) in Northern Haiti by protecting and restoring ecosystem functions and services using a community-led and integrated landscape management approach. PPR- Nord implementation is based on three primary and intertwined strategic components: 1) promotion of income-generating activities that strengthen sustainable landscape management; 2) rehabilitation of degraded landscape areas within the three sub-watersheds; and 3) enhancement of the environmental governance capacity of communities/stakeholders for effective natural resource management (NRM).
At the end of its implementation, PPR-Nord will have achieved the following:
• 50,000 farmers engaged in environmentally restorative and economically productive activities.
• 11,000 hectares of land put under improved forest landscape restoration practices or land management technologies contributing to climate risk reduction and sustainable NRM.
• 30 percent of females and 50 percent of youth are inclusively participating in watershed management governance and leadership.
PPR-Nord is not a safety net or a crisis intervention activity; rather, it is a Forest Landscape Restoration (RFR) initiative aimed at strengthening land use resilience, ecosystem recovery, and inclusive governance in the three sub-watersheds while creating opportunities for socio-economic well-being for target beneficiaries, using cost-effective land management approaches, tools, techniques, and/or technologies, appropriate and repeatable. The implementation of the PPR-North activity is primarily guided by a holistic and people-centred logic where planned restorative interventions and desired outcomes take into account cross-sectoral priorities and interests at the sub-watershed level, stakeholder inputs and expectations, and contextual configurations of the targeted landscapes.
PPR-North focuses on RFL-tailored interventions that contribute, consolidate, and sustain short-, medium- and long-term ecological, socio-economic, cultural, and resilience benefits for communities and farmers within and downstream of targeted sub-watersheds. In other words, if land users in all three sub-watersheds adopt more sustainable landscape management practices that improve land use, system productivity, and forest cover, communities will be more resilient to climate risks or stresses, including drought and flooding, and will experience improved economic security.

The implementation of the PPR-Nord activity is primarily guided by a holistic and people-centered logic where planned restorative interventions and the desired outcomes take into consideration cross-sectoral priorities and interests at the sub-watershed level, stakeholder inputs and expectations, and the contextual configurations of the targeted landscapes.

Fonctions
POSITION DESCRIPTION :
The Environmental Management and Land Use Planning Specialist has primary responsibility for (1) monitoring and reporting on the implementation of PPR-North's approved Environmental Mitigation and Monitoring Plans (MMMP), (2) providing Geographic Information System (GIS) services and analysis for PPR-North, and (3) the monitoring and calculation of greenhouse gas (GHG) emissions in the three sub-watersheds according to the revised IRS IRS for PPR-North indicator number 5. With respect to environmental compliance responsibilities, the specialist will work with members of the PPR-North team to gather monitoring information on mitigation measures for the MUMP and promote awareness and adoption of environmentally sustainable practices among project stakeholders. He/she will also facilitate training and capacity building initiatives to improve the understanding and implementation of best practices in environmental management. With regard to GIS, the specialist will lead the collection and management of GIS data as well as the production of maps for PPR-Nord.
KEY DUTIES AND RESPONSIBILITIES:
• In collaboration with the PPR-Nord technical team, monitor the implementation of environmental mitigation measures as described in PPR-Nord’s approved EMMPs.
• Prepare and submit quarterly Environmental Monitoring and Management Reports (EMMRs) to the MEL Director as part of PPR-Nord’s periodic reports for USAID.
• Provide training to project staff on environmental compliance requirements (including monitoring and information collection on mitigation measures) and best practices.
• As needed, develop training materials and conduct workshops on environmental management.
• Engage with local communities, government agencies, and other stakeholders to ensure environmental impact concerns are addressed.
• Maintain comprehensive records of environmental compliance assessments, approvals, and monitoring activities.
• Ensure all environmental compliance documentation is accessible and up to date.
• Develop GIS monitoring tools and protocols for collection of GIS data in order to produce needed spatial visualization information and maps.
• Facilitate use of GIS data, spatial visualization information, and maps for improved land use planning in PPR-Nord’s sub-watersheds.
• Develop adapted graphic presentations of GIS data for PPR-Nord reports and presentations as requested by project management leadership.
• Participate in the collection, analysis, and communication of PPR-Nord’s monitoring and evaluation data.
• Once a year, access the Global Forest Watch (GFW) database, calculate GHG emissions (in CO2e) in the three sub-watersheds, and communicate the results to the MEL Director for reporting on PPR-Nord’s indicator number five.
• Perform other related duties as required and/or requested.
Qualifications Requises
• A master’s degree or higher in Environmental Science, Environmental Engineering, Land Use Planning and Management, or a related field.
• At least 5 years of experience in environmental management, GIS, and/or monitoring and evaluation.
• Familiarity with USAID environmental impact/compliance regulations and procedures desired.
• Strong analytical and effective communication skills.
• Proficiency in training and capacity-building.
• Experience in stakeholder engagement and public consultation preferred.
• Expertise in finding and obtaining spatial data, and capacity to use and analyze the data; experience in integrating and adapting GIS data, tools and products for donor-funded projects.
• Experience in operating and manipulating GIS software.
• Experience with M&E tools and systems for environmental and economic growth projects.
• Previous experience in and excellent knowledge of the environmental and socio-economic context in Haiti.
• Capacity to prepare coherent reports.
• Experience working on USAID, USG, or other international donor-funded projects.
• Strong track record of working on projects of similar scope, complexity, and size.
• Basic fluency in French and English, including good to excellent written and oral communications skills in both languages.
