Introduction

The Senior Monitoring and Evaluation Officer for the Host Family Support program and Food Security program will lead and M&E team that is an important part of projects supported by the American Red Cross and Food for Peace. The Programs will provide vouchers to eligible households that they can redeem for household, livelihood, or food items in venues organized by the organization. Under the supervision of the Program Manager, the Senior Monitoring and Evaluation Officers will implement a monitoring plan for each program. He/she will help ensure that program deliverables are met and the quality of the program is high. The Officer will be expected to regularly travel to field offices in Mirebelais and Hinche to work closely with M&E Officers.


Fonctions

• Develop weekly and monthly work plans with the team. Supervise the M&E Officers tracking of the team’s ability to deliver on the plan and report back to the team each week.
• Develop and implement a monitoring plan for each program with the collaboration of the Program Manager and the M&E Officers. The plan should include have clearly defined indicators and simple yet effective tools to measure progress. Compile progress against indicators and report back to the Team according to the monitoring plan.
• Develop the parameters of a monitoring plan that will track impact of the programs on a sample group of beneficiaries. Include qualitative and qualitative information in the study. Supervise the M&E officers to implement the plan.
• Lead in household identification and verification of households to participate in each programs through a transparent and well documented process.
• Participate in all training sessions conducted by team members.
• Manage the relationship with CNFS. Train organization staff in their methodology to monitor commodity prices for standard food items in the program areas. Report findings to the relevant Teams and to other stakeholders.
• Develop the Terms of Reference for the final evaluation and in the planning process for the Evaluation Team.
• Contribute to report writing for interim and final reports to donors.
• Document lessons learned and success stories on the project.
• Other duties as assigned.


Qualifications Requises

• Prior experience and training in monitoring and evaluation. Prior supervisory experience.
• Ability to think independently and problem solve.
• Strong organizational skills and ability to multi-task.
• Honest, hardworking and committed to community development.
• Able to drive a motorbike safely, valid license. Preferred but not required.
• Computer skills required.
• Fluent in French.
