Introduction
The Team Leader on the Food Security program is the senior program person in the field office for the Local and Regional Procurement program supported by USAID/Food for Peace. The Program will provide vouchers to eligible households that they can redeem for selected food items at participating merchants over a nine month period. He/she will supervise Community Mobilizers, Voucher Distribution Officers and Vendor Officers. He/she will have primary responsibility for ensuring that program deliverables are met in the geographic zone and the quality of the program is high.
Fonctions
• Supervision of Community Mobilizers, Voucher Distribution Officers and Vendor Officers. Develop weekly and monthly work plans with the team. Coordinate work with financial and operations team and ensure that work progresses on schedule.
• Supervise the selection process to identify households to participate in the program. Ensure that government, local stakeholders, community leaders and participating households are properly sensitized on the program by the Community Mobilizers. Troubleshoot as necessary.
• Oversee the distribution of vouchers by the Voucher Officers. Ensure that the distribution is transparent.
• Supervise the selection and training process for vendors who will participate in the program. Ensure that vendors understand the process, have a signed Memorandum of Understanding (MOU) and voucher redemption is efficient.
• In collaboration with the Vendor Officers, ensure that participating vendors have adequate stock and can meet demand for product by beneficiaries.
• Working closely with the Team to schedule the distribution of the vouchers throughout the geographic area each month.
• Manage the relationship with the local Financial Institution where the vouchers will be redeemed. Ensure that communication is open and transparent and all issues addressed efficiently.
• Represent the organization and the program in relevant forums.
• Monitor progress against indicators in collaboration with the Monitoring Team.
• Document lessons learned and success stories on the project.
• Other duties as assigned.
Qualifications Requises
• A degree in a relevant field.
• Minimum 5 years’ NGO or management experience. Experience in staff supervision, training, team building, and inter/intra – agency communications.
• Must be able to advise staff on program and office activities and security issues.
• Ability to effectively represent the organization and its program to government officials, local civil society organizations, other international organizations and the public.
• Demonstrated proficiency with the MS Office software (i.e., Word, Excel) is required.
• Fluent in French.
