Payment Terms & Schedule: Anticipated LOE is 20-25 days across 2 months of pre-RFA and live RFA stages

1. Description of the Scope of Services
This statement of work describes the proposed role of the consultant(s) to CARE Haiti and CARE USA during development and/or start-up of a USG bid on Sanitation Financing and Governance in Haiti. During the proposed consultancy, the consultant(s) will provide technical, coordination, and administrative support, as requested, toward the development of a full proposal application. Pursuant to the final contents of the USG RFA, the consultant(s) anticipated SOW will include, but is not limited to, the following:
• Serving as the primary CARE Haiti point of contact for CARE USA business development and technical leads supporting the application development, including being timely, responsive, and accountable for deadlines and key deliverables.
• Providing technical and contextual guidance, clear and timely recommendations related to local systems, governance, and financing, as it relates to sanitation and WASH in Haiti, with a focus on the southern corridor, including Aquin, les Cayes, Jeremie.
• Providing clear and timely guidance and recommendations related to management and staffing plans, activity-level planning and budgeting/costing (in coordination with CARE Haiti and CARE USA finance and management teams).
• Supporting revisions and responses to USG reviews, questions, and other inputs on previously submitted applications documents, including technical narrative, management & staffing.
• Ensuring smooth coordination and pro-active engagement with local partners, local authorities (e.g. DINEPA, CTEs, mayors), and other sub-grantees on the application, including stakeholder interviews and engagement during bid development.
• Coordinating and facilitating engagement of CARE Haiti staff engaged in the application, including supporting scheduling, documentation, procurement, recruitment, and written technical inputs.
• Participating in routine and as-needed technical and coordination meetings with CARE USA and other partners/sub-awardees.
• Supporting development project start-up documentation, including standard operating procedures, terms of reference, job descriptions and recruitment, and sub-award contracting documents.
• Any other duty related to the proposal development and/or start-up assigned by CARE Haiti and CARE USA.
It is anticipated that the consultancy will have
• August 5 – August 12: Onboarding, review of previously submitted application materials, and initial engagement with CARE Haiti, CARE USA, and partner team members
o Support to Bid Manager, Tech Leads, and Recruitment Leads in developing an organizational chart and updating staffing/management plan as needed
o Support to Bid Manager and Tech Leads in preparing for in-country or virtual design validation workshop to revise results framework and high-level strategy as needed, to outline activity-level planning
o Support to Cost Leads in developing CARE and partner activity budgets
• August 13- 19: Support activity-level planning and budgeting/costing (likely in a design workshop with CARE and partner teams); support or lead engagement and KIIs with local authorities (see above).
o Support to CARE Haiti in leading/engaging in government outreach to include Key Informant Interviews (KIIs) with local authorities such as DINEPA, CTEs, mayors, etc.
• August 20- Sept 3 (or as defined by USG): Support revisions of application materials (pending response from USG), including revision or drafting of additional materials for full application, including technical narrative, management & staffing, detailed budgeting, and MEL plan.
o Support to Bid Manager, Proposal Writer, and Technical Leads in providing written and verbal inputs related to technical, management/staffing, MEAL plan proposal development pieces
o Support to Bid Manager, Writer, and CARE Haiti + CUSA Tech Leads in providing feedback and/or revisions as needed in response to USAID feedback on submitted application materials including, for instance, the revised results framework, narrative, management and staffing plan, MEAL plan and others as needed.
• Sept 4 – October 5 (or as defined by USG or CARE): Support project start-up, recruitment, onboarding, and other key tasks to be identified by CARE Haiti and CARE USA based on feedback from USAID and/or the full Request for Applications
