Ranfòse Sante is a U.S. Agency for International Development (USAID) project in Haiti implemented by the Saint Boniface Haiti Foundation to support the Ministry of Public Health and Population (MSPP) in the delivery of health services in clinical sites and in the community in the four departments of Haiti's Southern region. Ranfòse Sante aims to strengthen local management and operational capacities to provide health services and improve access to and use of quality health services.
The WASH and Disaster Preparedness Technical Lead will be responsible for overseeing the implementation of the Ranfòse Sante WASH activities in the southern departments. S/he will provide technical leadership to the WASH programs and ensure all activities are of high quality. S/he will not only provide technical assistance, plan and direct disaster response or crisis management activities, but also provide disaster preparedness training, and prepare emergency plans and procedures for natural (e.g., hurricanes, floods, earthquakes) and manmade disasters situations. S/he ensures the implementation, support, oversight, and capacity building of the Ranfòse Sante project portfolio.
Fonctions
• Provide strategic direction, leadership and overall technical and management support to the WASH component of Ranfòse Sante.
• Lead and design processes that ensure new or adapted programming for the WASH sectors focusing on harmonizing best practices, improved impact and integrated approaches.
• Ensure that the WASH component of Ranfòse Sante is utilizing national and international standard protocols, policies and guidelines as prescribed by the National Water Directorate (DINEPA), USAID and WHO.
• Manage partnerships with DDS WASH key personnel; work in collaboration to align USAID requirements to WASH best practices; coordinate with monitoring and evaluation units on reporting issues.
• Explore and develop new strategies that support adapted WASH programming implemented in emergency settings, if necessary.
• Work collaboratively with large, complex sites/HF/Hospitals on program implementation; oversee monthly sites meetings and data reporting, semi-annual work plan reviews exercises.
• Coordinate and manage all grant reporting for WASH, with inputs from multiple sites and DDS WASH managers and advisors, sanitary officers;
• Work closely with ASCPs and community-based organizations, mothers’ clubs to promote best WASH practices at the household level, and public gatherings.
• Research and promote accessible (financially and easy-to-use) WASH techniques and materials at the facility and community level.
• In conjunction with USAID expert, lead the elaboration of the Environmental Mitigation and Monitoring Plan for Project Ranfòse Sante. Ensure that each facility and Ranfòse Sante Partner has a tailored EMMP, which they are implementing.
• Provide strong leadership and guidance for complex WASH supply management at site level to ensure best practices and WASH service delivery compliance.
• Work in collaboration with Environmental Compliance Team to ensure hygiene conditions in facilities adhere to USG/USAID standards
• Work together with the Direction de la Protection Civile (DPC) to develop a plan to respond to disasters of any kind
• Serve as a resource to strengthen Disaster Preparedness management and provide capacity building on Disaster Preparedness for Ranfòse Sante in the southern region.
• Lead the development and documentation of effective tools and approaches for disaster relief activities.
• Provide technical support to and oversight of field implementation of disaster preparedness protocols.
• Represent Ranfòse Sante at conferences, workshops, etc. where issues related to emergency response are discussed.
• Keep leadership and team informed of national, and local regulations affecting emergency plans and ensure that plans adhere to these regulations.
• Maintain and update all resource materials associated with emergency preparedness plans.
• Prepare plans that outline operating procedures to be used in response to disasters or emergencies, such as hurricanes, earthquakes, epidemics and in recovery from these events.
• Conduct monthly meetings with relevant senior staff to provide regular updates on progress of achievements against set targets, program challenges and successes, as well as ways forward for on-going implementation.
Technical Assistance and Capacity Building:
• Support technical teams in the implementation and monitoring of the work plans ensuring that activities reflect the commitments Ranfòse Sante made to the donor and the community; support and facilitate the development with effective work and training plans (sites staff and ASCP).
• Provide technical support to program staff in various field sites to ensure program implementation aligns with Ranfòse Sante grant timelines and targets.
• Oversee the program’s monitoring and evaluation mechanisms focused on strengthening data collection, information sharing, and data management systems; provide direct support to the M&E Manager in the overall M&E strategy, tool development, and efforts to improve data quality relative to WASH
• Analyze WASH-related data collected from the field to obtain evidence based trends in diseases and track program progress against set targets; lead and support program managers to utilize data for informed decision making on program direction.
• Support quarterly data analysis review meetings with DCOP, M&E Manager, and key team members to direct the utilization of evidence for program decisions.
• Liaise regularly with the relevant DDS Technical staff on realization of work plans, meetings, special projects and relevant activities linked with WASH initiatives.
• Develop instructional materials and make presentations to DDS and sites to provide information on emergency plans and their implementation processes.
• Assess sites and community facilities and equipment, such as emergency management centers and communications equipment, to determine their operational and functional capabilities in emergency situations.
• Propose alteration of emergency response procedures based on regulatory changes, technological changes, or knowledge gained from outcomes of previous emergency situations.
• Develop and perform tests and evaluations of emergency management plans in accordance with GOH regulations.
• Prepare emergency status reports that describe response and recovery efforts, needs, and preliminary damage assessments.
• Review emergency plans of individual medical facilities and DDS, to ensure their adequacy. Help partners develop a realistic preparedness stock, allowing proper response in the first 72 hours of a disaster.
• Train local groups and community-based organizations in the preparation of long-term plans that are compatible with GOH plans.
Collaboration and Coordination
• Interact with key stakeholders (DINEPA, UNICEF, etc.), and the MSPP; provide direct support in the overall technical assistance and capacity building role Ranfòse Sante holds with partners and the MSPP to work towards harmonized policies and strategies based on best practices.
• Liaise with MSPP/DPSE a baseline assessment of the Clean Clinic Approach in Ranfòse Sante supported facilities. With the support of DPSPE and DDS, elaborate a roadmap for a selected sample of health facilities towards the Clean Clinic Certification.
• Represent the Ranfòse Sante /WASH programs with national authorities, NGOs, and donors.
• Coordinate with field teams, supply chain, and logistics departments on major procurement and pharmaceutical management related to WASH.
• Coordinate disaster response or crisis management activities, such as ordering evacuations, opening public shelters, and implementing special needs plans and programs.
• Work in coordination with key consortium partners to provide technically sound perspectives and implementation strategies within the Disaster Preparedness cluster and relevant stakeholders.
• Under the DCOP and COP leadership, actively develop and maintain effective working relationships with key stakeholders in Haiti including donors, government actors, international and local NGOs, and other relevant actors.
• Attend meetings, conferences, and workshops related to emergency management to learn new information and to develop working relationships with other local and national emergency management specialists.
• Develop and maintain liaisons with municipalities, civil society, National office of risk and disaster (Secretariat Permanent des Risques et Desastres: SPGRD) and similar entities to facilitate plan development, response effort coordination, and exchanges of personnel and equipment.
• Collaborate with other officials to prepare and analyze damage assessments following disasters or emergencies.
• Consult with officials of government, schools, hospitals, and other institutions to determine their needs and capabilities in the event of a natural disaster or other emergency.
Staff Supervision:
• Provide on-going WASH and Disaster management mentoring, training, technical support and guidance to the sites and community staff in collaboration with DDS.
• Conduct regular performance reviews for sites, often in collaboration with DDS and relevant field sites staff.
Qualifications Requises
• A master degree or advanced degree in disaster risk management, environmental science, water and sanitation, public health, international development, or other relevant field.
• Minimum of five (5) years’ experience in a position involving disaster risk management and disaster resilience and preparedness
• Experience in the implementation and management of WASH and disaster preparedness projects, preferably in developing country context.
• Experience in the Haitian Health system and working with the MSPP , DINEPA and/or SPGRD preferred
• Fluency in French, with strong oral communication and writing skills required. Ability to write a 10-15 page narrative report, with tables and graphs
• Managerial and operational experience, donor-funded activities involving coordination with multiple program partners and institutions. Familiarity with managing USAID/PEPFAR projects and/or performance-based contracts preferred.
• Ability to write clearly, concisely, and descriptively.
• Ability to provide leadership and stability to field staff for program continuity.
• Ability to exercise sound judgment and initiative. Ability to lead groups and provide training and technical assistance to staff and teaching staff.
• Ability to monitor, analyze and evaluate program systems and procedures, making and coordinating appropriate changes. Skill in collecting and analyzing data; prepare reports and maintain records.
• Ability to maintain strict confidentiality. Ability to establish good rapport with other staff, clients, and the general public.
• Ability to effectively speak before a group, the public or community officials.
• Ability to take initiative and work with minimum supervision.
• Must be familiar with common editing software: MS Office Word, Excel and PowerPoint
• Willingness to frequently travel to sites and other areas as needed
