HEI/SBH is seeking a Senior Monitoring and Evaluation (M&E) Advisor for an anticipated five-year USAID-funded health service delivery project in Haiti. The scope of the project is to expand access to and availability of sexual, reproductive, maternal, newborn, child, and adolescent health, nutrition, family planning, HIV, and tuberculosis health care and water, sanitation, and hygiene services in Haiti.
The activity will have 3 key objectives:
1. Improve outcomes in sexual, reproductive, maternal, newborn, child and adolescent health, nutrition, healthcare and water, sanitation and hygiene services through the provision of quality service delivery;
2. Provide comprehensive HIV services to achieve epidemic control; and
3. Improve the quality of care, responsiveness to epidemic shocks, community empowerment, data for results, and resource optimization to create resilient health systems.
The Senior M&E Advisor will be responsible for the overall management and technical oversight of the monitoring, evaluation, learning support, and research efforts for the activity. They will develop, implement, and continuously improve M&E systems for all project activities. The Senior M&E Advisor will incorporate best practices to ensure information collected is accurate, timely, and disseminated appropriately in high-quality reports. They will use these findings to improve the program and achieve project objectives.
Fonctions
Roles and Responsibilities:
• Design and implement M&E and reporting systems that include appropriate indicators, baseline data, and targets; Create plans to evaluate performance;
• Design and implement M&E systems, information analysis, capacity strengthening, program management plans, and project monitoring plans; collaborate on all M&E components within the project;
• Build and manage a database system for managing project-related data and evidence;
• Ensure programming is aligned with activity targets and indicators; use information from the M&E systems and tools to improve program effectiveness;
• Support all activity review and evaluation activities, including coordinating mid-term and final evaluations; Produce timely, accurate, and complete reporting;
• Ensure appropriate transfer of knowledge and skills to activity staff and partners from public and private sector;
• Liaise with relevant Haitian Ministry of Health senior staff to ensure activity M&E, accountability, and learning (MEAL) systems are in accordance with government needs and priorities;
• Develop and maintain a system for archiving the project’s M&E guidelines, tools, data files, analysis files, reports, and presentations;
• Provide ongoing support to maintain M&E systems; identify skill gaps and build capacity among project team;
• Serve as a key expert and primary contact for M&E strategies and implementation for the program;
• Provide advice, guidance, and coordination to all the stakeholders; and
• Undertake any other tasks as assigned by the Chief of Party.
Qualifications Requises
Expected Qualifications
• A postgraduate degree in research methods, statistics, biostatistics, quantitative/qualitative
data analysis, public health, social/behavioral sciences, or other relevant medical or
health discipline;
• Demonstrated experience with M&E and research in the field of public
health, HIV/AIDS, maternal and child health, family planning, and other infectious
disease programs;
• Familiarity with the U.S. Government administrative, management, and reporting
procedures and systems including experience in collecting, analyzing, and managing
donor-funded project data for health projects;
• Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies;
• Experience in planning and managing surveys;
• Experience developing and refining data collection tools;
• Demonstrated ability and skills in analysis and report writing;
• Able to work within a tight timeframe, manage M&E team members, and meet deadlines and deliverables to partners and donors;and
• Strong oral and written communication and presentations skills in French and English;
working knowledge of Haitian Creole is highly desired.
