Introduction
Background
The health care system in Haiti, one of the world’s poorest countries, has very limited capacity to respond to the COVID-19 pandemic, which could quickly require more than 400,000 hospitalizations and cause tens of thousands of deaths. Many health workers are already in quarantine following unprotected exposure to the virus, and low knowledge about proper infection protection and control (IPC) procedures—and lack of clean water, soap, and personal protective equipment (PPE)—is hampering the response. Physical distancing is impractical due to crowded living conditions and subsistence livelihoods, and trust in the government is low.
To help address this looming crisis while maintaining essential health care services, and with anticipated future funds from USAID and the Office of U.S. Foreign Disaster Assistance (OFDA), MSH will lead the Rapid Support to the COVID-19 Response in Haiti project. MSH will work with local partner Relais sans Souci (RSS) to build urgently-needed response capacity at health facilities and communities in 10 department of the country under the guidance of health ministry and in coordination with other national counterparts, mobilizing action, beginning with prevention and response strategies recommended by WHO, CDC, and other agencies, in line with the country’s COVID-19 Preparedness and Response Plan
Fonctions
Description of Services to be Performed
The M&E consultant will provide guidance for and oversee all M&E activities under the project including system design, development of tools, methods, short surveys, guidance and oversight data collection by partners, data quality assurance, data analysis, interpretation, presentation, and use. The consultant will also hold primary responsibility for securing availability of the deliverables (training records, meeting protocols, survey reports) etc. as specified in the M&E plan.
More specifically, the consultant will:
1. Design a performance monitoring system for the project to meet donor requirements and operational needs, including a M&E plan, performance indicators reference sheets, survey methods, and data collection instruments
2. Oversee the implementation of the project’s M&E system, including oversight of M&E tools, strategies, performance indicators, and targets
3. Provide technical guidance on M&E to RSS, other MSH project partners and supervise MEL activities across the program. Provide technical inputs, in collaboration with the technical staff, to support adaptive management using evidence to inform decision-making that improves project performance.
4. Oversee surveys of COVID-19 knowledge, attitudes and practices in the assisted Haiti communities
5. Set up and monitor data collection by partners and data quality mechanisms, monitor project progress, contribute to the writing of regular progress reports
6. Establish strong data quality assurance systems including routine data quality assessments, as needed
7. Be responsible for active management of project performance, continuous improvement and learning to drive timely adjustment of project implementation.

The consultant will work primarily in Port-au-Prince, in coordination with the MSH project team and the partner organization (RSS). Travel to the field is not anticipated to exceed 30%.
