The USAID Water and Sanitation project is working to lay the foundation for sustainable increases in access to safe and affordable water and sanitation services across Haiti. The project initially targets 5 cities/communes (Cap-Haïtien, Mirebalais, Les Cayes, Jeremie and Canaan) where it supports the scaling of water and sanitation services, with the goal of helping 250,000 people gain access to basic water services and 75,000 people gain access to basic sanitation services. In reaching these goals, the project focuses on its core values of- self-reliance, resilience and private-sector approach.
In the water sector specifically, the project is building the capacity of local water utilities (Centre Technique d’ Exploitation, (CTEs). These CTEs have been caught in a vicious cycle of poor service leading to loss of customers, lower revenues and worsening service. In almost all the partner CTEs, customer confidence and commitment is low. This is reflected in the general un-willingness of customers to pay for water services in some communities, high build-up of arrears on customer accounts, and vandalization of water installations, in some cases. To help them break free from this vicious cycle, the project is working with them to improve their management strategy, reduce non-revenue water, restore customer confidence, attract new customers, improve billing and increase cost recovery.
As part of the overall strategy to reverse these trends, the Project wishes to engage a Software Development Specialist to reinforce and extend the actual software using by DINEPA for customer management.
Fonctions
• Modify existing software to correct errors, allow it to adapt to new hardware, or to improve its performance in close collaboration with the It of the Project and DINEPA and the CTE;
• Analyze user needs and software requirements to determine feasibility of design within time and cost constraints;
• Establish a roadmap to extend the software to all the CTE;
• Coordinate software system installation and monitor equipment functioning to ensure specifications are met;
• Train the users (CTE, OREPA, DINEPA) on the software and maintenance;
• Recommend purchase of equipment to control dust, temperature, and humidity in area of system installation;
• Reinforce the training of CTE managers from Cap-Haitien and Les Cayes in the use of customer software;
• Ensure that user technicians, from different levels (technical, commercial or other) are trained to use SIGA effectively;
• Establish a maintenance equipment schedule (IT, electrical or other) for each user CTE;
• Support efforts to modernize the DINEPA information management system, more precisely the centralization of the CTE database
Qualifications Requises
• Bachelor’s degree in a relevant subject i.e. computer science, web and software developer…
• Relevant work experience in software development and good familiarity with Windev;
• Experience working with DINEPA
• Creativity and innovation: be the minds behind new software capabilities;
• Interpersonal and communication skills;
• Analytical skills: match improvements and creations to users' and clients' needs.
• Detail-oriented: ensure that the functionality include key details. Problem-solving: need to be functional and able to translate client’s vision;
• Good under pressure: able to handle the pressure of having work done based on the challenge and work plan of the project.
