Introduction

The USAID Development Program Specialist (Gender Advisor) position is located in the Policy Coordination and Program Support (PCPS) office of the USAID/Haiti Mission (the Mission) which leads all mission programming efforts – including strategic and activity planning, budget management, monitoring and evaluation (M&E), communication and outreach, environmental assessment and compliance, and donor coordination.


Fonctions

The USAID Development Program Specialist (Gender Advisor) for USAID/Haiti will serve as the Mission’s gender specialist and support donor coordination in Port-au-Prince, Haiti. This dual portfolio involves programmatic and policy responsibilities as well as continuous engagement with implementing partners, the international donor community, other U.S. government agencies, and the host government to carry out USAID’s goal of building a stable and economically viable Haiti that protects vulnerable populations. In addition, the incumbent will serve as the primary liaison for ad-hoc inquiries from development stakeholders and coordinate joint-initiatives with other U.S. agencies, such as monitoring military aircraft shipment through the DENTON program. The Job Holder will be required to perform work related travel on an occasional basis


Qualifications Requises

Post Entry Training: Incumbent must have a certification of proficiency gained through short term, full-time courses or part-time training in gender integration, donor coordination and/or women’s empowerment. This includes orientation, specialized training and/or on-the-job training in all aspects of USAID program management and use of ADS. Incumbent will have active participation in local and international seminars and workshops. Incumbent must develop and maintain contact with a large international team, colleagues throughout the Mission, partner agencies and host government. Education Requirements: Education: At least a Bachelor’s Degree a field related to the technical areas in which the Mission operates (Public Health and Nutrition, Agriculture and Economic Growth, Law, Democracy and Governance, Education, Infrastructure). Strong technical emphasis or specialization in Gender or Inclusive Development

Strong technical emphasis or specialization in Gender or Inclusive Development Job Knowledge: Must possess, or be capable of quickly learning, comprehensive and detailed USAID policies, regulations, procedures and documentation governing program/project development, implementation and financing. Must have a thorough knowledge of relevant Haitian laws, regulations, policies, and development priorities. Skills: Incumbent must have the ability to obtain, analyze, organize and interpret data and present findings in both oral and written form. Must be able to prepare precise and accurate reports; and to develop and present briefings. Strong interpersonal, advocacy and team-building skills, and an ability to work with tact, diplomacy, and resourcefulness cross-culturally with diverse teams, as well as across USG and host country agencies, institutions, and contacts, including inter-agency teams, high level officials and grassroots organizations and civil society contacts. Incumbent must possess excellent English and French writing skills, under a tight deadline in a high-profile and fast-paced working environment; ability to communicate complex concepts to different audiences. Experience in providing small and large group training in gender integration and female empowerment. Language:Level IV (fluent) English and French language oral and written proficiency is required. Level IV Spoken Haitian Creole language skills proficiency is also required.
