Introduction

Under the supervision of the Country Director, the Program / Grants Manager will be responsible for backstopping J/P HRO programs, supervising Program Managers and overseeing the M&E department. Specifically, s/he will:

- lead writing and submission of donor reports and assist in the co-ordination of donor-related activities with a wide range of stakeholders;
- oversee program information management tools to ensure compliance. Support the M&E team with indicator tracking, monitoring and reporting;
- Ensure quality program planning, design and delivery
- Provide timely and actionable financial analysis of programs.

Responsibilities and Duties


Program implementation performance

- Overall serves as point of contact for grants management
- Guide Program Managers in the implementation of grant start-up meetings;
- Liaise with finance for preparation of donor financial reports
- Provide monthly financial analysis based on P&Ls for all J/P HRO cost centers
- Meet monthly with Program Managers to go over monthly P&Ls
- Monitor program performance by tracking achievement of indicators relative to targets
- Alert senior management to program underperformance programmatically, or financially


Grant Reporting
- Lead the program reporting process in Haiti, review project narrative and financial reports; Responsible for donor reports as well as internal reports;
o Coordinate with US Grants and Development Manager on preparation of reports.

- Act as lead in Haiti on coordination and development of donor reports, ensuring high-quality of final submissions in accordance with grant/donor requirements and deadlines;
- Lead on the submission of hard copies of reports to local donors;
- Represent J/P HRO in donor, partner or cluster meetings as necessary;

Donor Relationship Management

- Provide support to Country Director and Program managers in the maintenance of communications with donors regarding grant opportunities and ongoing projects as needed;
- Support Program Managers in the presentation of current programs and activities to donors and visitors, including field visits;
- Provide assistance in resolving issues and conflict with funding/donor agencies.

Tools development& Staff Capacity building

- Ensure that program staff have the necessary tools to collect data and prepare project reports on a timely basis;
- Provide analysis and feedback to Program and project managers on project reports and highlight "red flags" regarding delays and challenges from the program implementation;
- Support Program managers in expense tracking and budget monitoring;
- In concert with the Program managers assess development needs regarding grant management and liaise with appropriate personnel to address the needs;
- Carry out training and/or refresher training in the area of grant management for the program staff, as needed.

Proposal Development

- Support grant proposal preparation, including:
o drafting sections of proposals
o planning and conducting assessments
o assisting with recruitment of key personnel as needed
o collection of letters of support from institutional partners
o coordinating with implementing partners
o collecting pricing data and contributing to budget preparation

Administrative support
- Provide support in archiving and administrative follow up of donor-related letters and communications, including hard and soft copies;
- Provide support in the development of policies, guidelines and protocols of the program Department;


Qualifications Requises

- Bachelor’s Degree in Administration, International relations, Development or other relevant academic background;
- Minimum of 3 years of work experience (required);
- Minimum of 3 years of experience in writing in a professional setting in English (required);
- Minimum 3 years budget management experience – ability to put together a budget and to follow up on expenses, track grant disbursements (highly desirable);
- At least 1 year of experience in drafting proposals for major development agencies;
ECHO, USAID, World Bank or for an NGO (required);
- Previous work in monitoring and evaluation;
- Previous work with non-governmental or international organizations (required);
- First-hand knowledge of the Haitian context (desirable).
