Introduction
The Procurement and Supply Management project will be the primary vehicle through which USAID will 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. The Haiti office will work under two of the project’s task orders (HIV/AIDS and Population and Reproductive Health) to provide commodities and supply chain technical assistance.
The Tax Exemption Assistant will play a role in the request of TCA exemption and Duty-free waiver to the US Embassy under GHSC-PSM and with coordination with all the related ministries.
Fonctions
Principal Duties and Responsibilities (Essential Functions)
1. Work with both operation and technical procurement to prepare bi-weekly submission of TCA exemption and duty waiver to the US Embassy
2. Check supplier’s documentation to ensure completeness and accuracy based on Haitian law requirement related to TCA exemption and duty-free waiver
3. Liaise with the shipping department at GHSC-PSM to coordinate timely submission of all Duty-free waiver request
4. Collect approved exemption from the US Embassy and process them through the Foreign Affair ministries and Finance Ministry
5. Prepare tax exemption reports on a regular basis or as requested
6. Ensure entire tax exemption files are archived as outlined in GHSC-PSM Standard Operating Procedures (SOPs)
7. Prepare and submit tracking documents, report or other relevant documentation as requested by the donor or internal superiors.
8. Keep the GHSC-PSM leadership informed on any new regulations implemented by Finance Ministry authority related to TCA and duty-free waiver
9. Support the shipping officer in his duty-waiver request and process
10. Perform other related tasks as assigned by supervisor.
Qualifications Requises
Job Qualifications
High School Diploma is required
Basic knowledge in management is a highly desirable
At least 1-year experience preferably in management / administration
Strong organizational skills and ability to perform multiple tasks simultaneously, set priorities and work in a team with diverse cultural backgrounds.
Self-driven with a high sense of quality, accuracy, efficiency and meeting tight deadlines.
Experience in and knowledge of international logistics preferred.
Fluent in French, Creole and (technical) English.
Strong computer skills, including knowledge of Windows and Microsoft Office applications including Outlook, Word, Excel and PowerPoint.
Conditions particulières
The Tax Exemption Assistant will report directly to the Technical Procurement Manager or his/her designee.
