Background: The Procurement and Supply Management project will be the primary vehicle through which USAID will 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. The Haiti office will work under two of the project’s task orders (HIV/AIDS and Population and Reproductive Health) to provide commodities and supply chain technical assistance.
The Global Health Supply Chain (GHSC) is implementing the Procurement and Supply Management (PSM) project for the U.S. Agency for International Development (USAID) as part of the President’s Emergency Plan for AIDS Relief (PEPFAR). PSM strengthens or establishes secure, reliable, cost-effective, and sustainable supply chains capable of meeting the care and treatment needs of people living with and affected by HIV/AIDS. In coordination with in-country and international partners, PSM assists programs to enhance their supply-chain capacity; ensure that accurate supply-chain information is collected, shared, and used; and provide quality, affordable, health care products to those who need them. GHSC is based 251 18th Street South, Suite 1200 Arlington, VA 22202; CHEMONICS is a subcontractor on GHSC-PSM responsible for field office operation in Haiti.
General Description:
The Data Analyst (DA) is part of the PSM project team responsible for managing data used to ensure the distribution, quantification and procurement of medicines, tests and laboratory supplies for the PEPFAR HIV program. The DA collects stock inventory and patient data reports from the PEPFAR health care facilities in Haiti, enters the data into the data base, prepares stock requisitions, assists in preparation of related reports, verifies the requests with the sites, and ensures that the data entered is accurate.
Fonctions
Specific Responsibilities:
1. Ensure that stock inventory and patient data reports are collected from the health facilities on a monthly basis or more often as required.
2. Ensure that data is accurately entered into the database, by the deadlines, following established department procedures.
3. Contact sites as required to get the reports and to verify the prepared stock requisitions
4. Prepare list of all sites and received site reports
5. Enter data accurately into the database
6. Prepare calculations for quarterly stock distributions to sites
7. Coordinate with the Senior Lab Advisor and the Pharmacist Supply Chain Monitor Supervisor to ensure that the requisitions are approved
8. Assist in the analysis and preparation of various reports- such as patient regimen, patients at sites, consumption reports, etc., as requested
9. Assist the supervisor to ensure tables and graphs representing network performances are available for coordination meetings
10. Proactively identify data problems by making recommendations or by searching for appropriate solutions with the supervisor.
11. Participate on request to both internal and external meetings
12. Travel up to 30% of the time for validation of data on the field.
13. Performs any other task entrusted to him by his supervisor.
Qualifications Requises
Qualifications:
1. Bachelor degree in pharmacy or related field
2. 2-3 years of demonstrated work experience in pharmacy, data management, management information systems, logistics or related experience in health care.
3. Proficiency in Microsoft office products including Word and Excel.
4. Fluency in French and Creole required; Good knowledge of English helpful
5. Able to travel up to 30% of the time
6. Data profiling experience
7. Excellent written and oral communication skills and the ability to work as part of a team in a dynamic, fast paced environment are also required.
8. Ability to analyze a problem and pick the best and most cost-effective solution.
9. Ability to solve problems outside of the initial area of expertise
