Introduction

Under the overall guidance and direct supervision of the Migration Health Programme Manager in Haiti, the incumbent will assist the Health Unit on the implementation of health projects.

The incumbent is responsible for the supporting assisting the Health Program Manager in overall management of Migration Health Department activities.


Fonctions

General Functions Specifically, he/she will: The incumbent is responsible for the supporting assisting the Health Program Manager in overall management of Migration Health Department activities.
1) Support and assist the Health Unit team including coordination and liaison with relevant sections of the Haitian Ministry of Health, relevant government agencies, hospitals, resettlement camps, UN and NGO partners and within IOM.
2) Represent IOM at local and national level coordination for a as required eg Health Cluster.
3) Assist the Health Program Manager on the development and implementation of health projects including developing project proposals, operational frameworks and implementation plans.
4) Provide guidance and advice to health staff on the management of clinical cases and ensuring that needs of patients are met and within IOM standards as well as national protocols.
5) Provide technical inputs for curriculum development on a range of community health topics and ensure these are in line with national standards and guidelines; supervise training teams and activities.
6) Support the over-all operational management of national health staff i.e. training of health staff, monitoring and evaluating staff performance, operational activity, quality assurance and provide on going mentoring and coaching.
7) Coordinate with other IOM units, field staff and hospitals/NGOs for the referral of vulnerable patients to ensure timely and adequate access to suitable treatment.
6) Conduct a bi- monthly meeting with the health staff to discuss issues, challenges, updates and project performance.
7) Prepare and translate all necessary project documents, maintain and update all project records and files as required.
8) Act as the focal point for liaison with the Ministry of Public Health and Population (MSPP) and local health partners.
9) Assist in the development of future projects basing on the health needs of the displaced population.
10) Perform other duties that may be assigned.


Qualifications réquises

Qualifications required Education/Experience

a) University degree in medicine or related health sciences field; Post graduate education or a combination of equivalent training and practical experience in public health, health promotion, and/or related social sciences; b) at least 3 years experience in curriculum development, behaviour change communication interventions, health-related program management, operational and field experience an advantage, including ability to develop and manage budgets for small field activities; experience working for operational NGOs/UN agency an advantage.
c) Good knowledge of available health services within government and NGO health partners; d) excellent analytical skills and problem solving skills
Excellent communication skills: fluency in written and spoken English, French and Creole; e) demonstrated computer literacy (word, excel, powerpoint); f) ability to work constructively in a team, and independently when required; Commitment, efficiency, flexibility; g) ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds at all levels

Languages

Good knowledge of English, French and Creole.
