Introduction

UMCOR (United Methodist Committee on Relief) is a USA based international development agency that provides long-term technical assistance to developing countries. After the January 2010 earthquake, UMCOR intends to help rebuild Haiti focusing its activities in Tabarre, Croix des Bouquets and Port-au-Price in the program sectors of water and sanitation, shelter and livelihoods. UMCOR – Haiti proposes to implement a three year integrated program that targets short-term emergency interventions across its core sectors with a view to transitioning to longer-term sustainable development programs. UMCOR – Haiti works in coordination with national and international agencies based on ongoing needs assessment in consultations with the communities.

UMCOR- Haiti is currently seeking a national Program Officer Shelter and Reconstruction (POSR). she/he will be based at UMCOR Haiti’s Port au Prince office.

The Program Officer Shelter and Reconstruction (POSR) will be required to work 40 hours per week, with flexible of working hours during the week. The Program Officer Shelter and Reconstruction (POSR), will implement UMCOR’s short and long term Shelter and Reconstruction Program in selected field areas of Haiti under guidance of the Shelter and Reconstruction Coordinator (SRC).


Fonctions

Responsibilities:
The Program Officer Shelter and Reconstruction duties and responsibilities include but are not limited to the following:
 Assist and implement effectively and within time and budget any and all shelter rehabilitation project for UMCOR in Haiti as per the project proposals and project requirement.
 Liaison with all implementing NGO’s, donors, National and International authorities in order to coordinate and integrate the project within the general framework of return and related programs in Haiti.
 Attend regularly co-ordination meetings.
 Keep all stakeholder informed of project progress
 Ensure the timely identification and accurate assessments of all returnee beneficiaries and homes.
 Ensure that accurate assessment and costing of houses are produced.
 Ensure that accurate and detailed records of project matters are formulated and kept.
 Assist on supervising and managing effectively the daily activities all project staff.
 Report and responsible the security of the project, staff and equipment and returnees.
 In Coordination and corporation with the Shelter Coordinator, pro-actively identify returnee and institutional needs,
formulate and write concept papers and project proposals and access funding.
 Liaise with the relevant security officers in order to be aware of implement as far as required any evacuation and security plans within the respective AORs
 Other duties as assigned by the Shelter Coordinator.


Qualifications réquises






Prefer a university degree, but not mandatory.




Prefer someone with a good knowledge of the Port-au-Prince area.




Must be able to work with municipal officials and NGO officers.




Must be detail oriented.




Must have good English language skills.




Must be able to follow directions and work schedules.




Must have experience on implementing projects in field coordination.




Must have experience in budgeting for new projects
