Project Background:
The Global Health Supply Chain (GHSC) is implementing the Procurement and Supply Management (PSM) project for the U.S. Agency for International Development (USAID) as part of the President’s Emergency Plan for AIDS Relief (PEPFAR). PSM strengthens or establishes secure, reliable, cost-effective, and sustainable supply chains capable of meeting the care and treatment needs of people living with and affected by HIV/AIDS. In coordination with in-country and international partners, PSM assists programs to enhance their supply-chain capacity; ensure that accurate supply-chain information is collected, shared, and used; and provide quality, affordable, health care products to those who need them. GHSC is based 251 18th Street South, Suite 1200 Arlington, VA 22202; CHEMONICS is a subcontractor on GHSC-PSM responsible for field office operation in Haiti.

General Description:
The M&E Officer is part of the PSM project team responsible for managing data used to ensure the distribution, quantification and procurement of medicines, tests and laboratory supplies for the PEPFAR HIV program. The M&E Officer collects stock inventory and patient data reports from the PEPFAR health care facilities in Haiti, enters the data into the data base, assists in tools development, assists in preparation of related reports, makes some follow-up with the other units for project performance, and ensures that the data entered are accurate.


Specific Responsibilities:
1. Collecting data on program implementation and outcomes to inform ongoing efforts to improve performance.
2. Participate in the development and implementation of project M & E measurement tools.
3. Participate in the development of tools and activity tracking sheets for performance indicators.
4. Analyzing data on a regular basis to identify trends and draw conclusions about the effectiveness of programs.
5. Evaluating program effectiveness by measuring outputs against outcomes and results against objectives
6. Manage a rigorous approach to monitoring and evaluation, including mobile and web-based technologies in systems for monitoring performance toward specific goals and objectives.
7. Design data collection tools, schedules, analysis methods, and applied technologies.
8. Monitor the results of the program’s activities and contribute to periodic evaluations/assessments; contribute dissemination of results to internal and external audiences.
9. Participate in the preparation of M & E activity reports.
10. Participate in Data Quality Assessment (DQA) activities.
11. Participate in validation of patient per regimen activities.
12. Ensure the implementation of CAPAs’ activities with the technical units and / or service.
13. Regularly monitor activities and project performance indicators
14. Proactively identify data problems by making recommendations or seeking appropriate solutions with the supervisor.
15. Participate on request in internal and external meetings.
16. Travel up to 30% of the time for data collection and validation in the field.
17. Perform any other duties assigned by the supervisor.

1. Master’s degree or 5 years of experience in a relevant field (Computer Science, Data Management, Psychology, Statistics, or other related fields)
2. At least 5 years of demonstrated work experience in data management, management information systems, logistics or related experience in health care.
3. Proficiency in Microsoft office products including Word and Excel.
4. Fluency in French and Creole required, good knowledge of English helpful.
5. Able to travel up to 30% of the time.

7. Excellent written and oral communication skills and the ability to work as part of a team in a dynamic, fast paced environment are also required.
8. Ability to analyze a problem and pick the best and most cost-effective solution.
9. Ability to solve problems outside of the initial area of expertise.

Technical Skillset:
MS office (Excel formulas, PowerPoint), SPSS, Power BI, Python and Kobo toolbox etc.

This is a long-term position for the life of the contract based in Port-au-Prince, Haiti.
