Fonctions

Position Summary: PADF is hiring an experienced communication manager to disseminate the actual
program proposed by PADF/ OFDA. She / He will provide an important support during the campaign
that will provide a public understanding of the message of the project.

Specific Responsibilities

Working under the supervision of the Chief of Party (COP) and in collaboration with the Project team the Communication manager will:
1. Assist on the coordination between the Ministry of Public Works and Telecommunications (MTPTC), United Nations Office of Project Services (UNOPS) and Pan American Development Foundation ( PADF)
2. Coordinate and collaborate with the MTPTC and its operating partners, UNOPS and PADF:
3. Dissemination and Communication of Repair and Reconstruction Program
- Communicate the programs developed by the Component II to the target community by a mass-scale, strategic public communications campaign.
- Coordinate and collaborate with the MTPTC for approval and implementation of the methodology, working with PADF.
- Develop the national capacity within the GOH for communication strategy and training program.
4. Public awareness -- Develop and Implement the communication program for the guideline and methodology developed by Component II:
PADF will initiate a mass-scale, strategic public communications campaign via radio and other means to promote the use of improved construction repair and reconstruction methods to the general population. This campaign is contingent on the finalization of the repair and reconstruction manual based on provide technical support on best practices from Miyamoto Int’l.
This campaign will serve to make the community understand the changes in construction and use the new methodologies. PADF will develop television, radio and newspaper messages, and use other innovative mechanisms to inform the public on the benefit of these programs. MI will assist in the technical content of the communication program.
5. Reporting, newsletters, Fact Sheets or so and other related duties as required to support the communication component of this project.


Deliverables

• Work closely with stakeholders and field staff to design and develop reporting forms and assure all forms are properly completed
• Reporting : Write and edit monthly, quarterly, and program-specific reports (in collaboration with Communication Manager)
• Newsletters
• By-weekly Fact Sheets
• Carry on what it may be requested.


Qualifications réquises

• Degree in communication and / or journalism;
• At least 8 years of experience and specifically on community based approach;
• Experience in Haïti (mandatory) ;
• Experience with USAID rules and regulations (desired);
• Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for different cultures ;
• Proven capability to liaise with government officials, donor agencies and local partners;
• Excellent English, French and Haitian Creole communication skills, both oral and written.
