Introduction

Ranfòse Sante is a U.S. Agency for International Development (USAID) project in Haiti implemented by the Saint Boniface Haiti Foundation to support the Ministry of Public Health and Population (MSPP) in the delivery of health services in clinical sites and in the community in the four departments of Haiti's Southern region. Ranfòse Sante aims to strengthen local management and operational capacities to provide health services and improve access to and use of quality health services.


The HIV/AIDS & Infectious Disease Technical Lead plays a critical role in the implementation of Ranfòse Sante. Under the general supervision of the DCOP, the HIV & Infectious Disease Technical Lead will work with an integrated and systems strengthening approach that is fundamental to the implementation of Ranfòse Sante. S/he will work closely with his/her other Technical Lead counterparts to develop, coordinate, implement and evaluate programs and related activities in accordance with the Package of Essential Services standards. S/he will provide technical guidance to the site teams, more specifically the Community Health Coordinators, the Clinical Coordinators and the M&E and Governance Coordinators.


Fonctions

- Oversee the project as HIV & Infectious Disease technical lead within the consortium of implementing partners, key stakeholders, and the MOH; provide direct support in the overall technical assistance and capacity building role Ranfòse Sante holds with partners and the MOH to work towards harmonized policies and strategies based on best practices.
- Under the leadership of the COP and DCOP, lead Ranfòse Sante Annual Work Plan elaboration every year, using guidance from USAID/PEPFAR Team.
- In collaboration with the MEL team, update the lexicon of PEPFAR indicators to be made user-friendly for the field teams and sites staff involved in HIV Care and Treatment
- Under the leadership of the COP and DCOP, actively develop and maintain effective working relationships with key stakeholders in Haiti including donors, government actors, international and local NGOs, and other relevant actors.
- Serve as the liaison between Ranfòse Sante and implementing partners/stakeholders including, health care facilities, DDS, PNLS, PNLT/MH, UGP, CHARESS, Solutions, IMIS, etc on issues relating to the implementation of HIV collaborative activities
- Work closely with the other technical leads to ensure an integrated approach and implementation all across the country.
- Liaise with MSPP National and Departmental HIV staff (LNSP, quality improvement focal persons, laboratory technologists and other key staff involved in quality improvement, clinical mentorship and supportive supervision to integrate HIV collaborative activities into existing health service delivery platforms and build sustainable systems for HIV.
- Provide support for all aspects of data collection and reporting by all stakeholders, and help to identify barriers/challenges and work with the DDS and regional HIV Coordinator to address these in a timely manner.
- Liaise with the government counterparts to facilitate and support adaptation and implementation of the national HIV program in line with the WHO normative guidance, international best practice and USAID requirements.
- Create and conduct appropriate trainings/sensitization sessions for health facilities, Ranfòse Sante staff and government level personnel, especially with regard to PMTCT, Pediatric HIV practices.
- Provide technical and strategic guidance to implementing site teams on integrated HIV services in line with MSPP national policies and Ranfòse Sante strategic plan.
- Provide technical support to the site teams during the development of work-plans and participate in the planning and budgeting activities with regards to HIV.
- Identify, document, and disseminate best practices in HIV and infectious disease.
- Conduct supportive and supervisory visits to TB and HIV care facilities, prepare reports on supervisory visits, and provide remedial actions on constraints to the district/regional/national and the facilities visited
- Coordinate comprehensive nursing services to target high risk and vulnerable population.
- Ensure a strong vertical referral system with appropriate follow-up and treatment.
- Ensure an integrated horizontal range of services within HIV and other relevant field such as Maternal Health and FP, Child Health and Nutrition, COVID-19, WASH, and in case of Disasters.
- Ensure ongoing provision of HIV testing and medication supply by working closely with Supply Chain and Emergency Preparedness.
- Participate in multi-disciplinary team meetings, attend all required meetings and other training as required.
- Provide and facilitate technical leadership to programs in the areas of HIV and infectious disease service delivery, task shifting and health financing.
- Coordinate on a regular basis with consortium technical partners and other key stakeholders to ensure project deliverables are met, are achieved on time and to the highest standard.
- Document success stories every month, recorded or reported at site or community level, with particular focus on achieving viral suppression


Qualifications réquises

- Minimum of a bachelor’s degree in public health, nursing, infectious disease, health administration, or related field.
- Holding a Certification in HIV/TB/Infectious Diseases training
- Minimum of five (5) years’ experience in a position involving HIV and infectious disease or related health services.
- Experience in the implementation and management of health development projects, preferably in developing country context.
- Experience in the Haitian Health system and working with the MSPP/PNLS preferred
- Fluency in French, with strong oral communication and writing skills required.
- Operational experience, donor-funded activities involving coordination with multiple program partners and institutions. Familiarity with USAID/PEPFAR projects and/or performance-based contracts preferred.
- Ability to write clearly, concisely, and descriptively a 10-15 page narrative report, using tables and graphs.
- Ability to provide leadership and stability to field staff for program continuity.
- Ability to exercise sound judgment and initiative. Ability to lead groups and provide training and technical assistance to staff and teaching staff.
- Ability to monitor, analyze and evaluate program systems and procedures, making and coordinating appropriate changes. Skill in collecting and analyzing data; prepare reports and maintain records.
- Ability to maintain strict confidentiality. Ability to establish good rapport with other staff, clients, and the general public.
- Ability to effectively speak before a group, the public or community officials.
- Ability to take initiative and work with minimum supervision.
- Must be familiar with common editing software: MS Office Word, Excel and Power Point
- Willingness to frequently travel to sites and other areas as needed
