Association pour le Développement de Fond-des-Blancs (ADF Haiti) invites organizations to submit non-binding Expressions of Interest (EOI) and information in response to this RFI on teacher professional development (TPD) services for a rural network of ~50 schools serving ~8,000 students and ~500 teachers in and around FdB. This market research will inform program design, funding proposals, and a potential future competitive request for proposal.

ADF is exploring the possibility of implementing a TPD program focused on building sustainable local capacity.
Primary Goals:
1. Build sustainable local training capacity within the FdB school network
2. Improve teaching practices and student outcomes in resource-constrained classrooms
Anticipated Scope:
1. Train 200-250 teachers in practical, classroom-applicable teaching strategies
2. Develop 10-15 local trainers capable of delivering training independently
3. Create reusable training materials and tools (Haitian Creole, French where necessary)
4. Establish educational indicators and tracking systems for ongoing monitoring
Delivery Model Desired:
Train-the-trainer approach emphasizing simple toolkits and school-based routines that can continue after external support ends.
Program design and delivery: Propose a feasible 12–15 month TPD model that improves classroom practice in resource-constrained settings and builds sustainable local capacity. Target cohort: 200–250 teachers; trainer-of-trainers pathway for 10–15 local trainers. Languages: Haitian Creole (required); French where necessary.
Content focus: Practical, high-leverage pedagogical routines; inclusive and low-cost strategies; formative assessment; coaching cycles; school-based communities of practice; simple toolkits and reusable materials. Training delivery in Haitian Creole; materials needed in Creole and in French where necessary.
M&E and outcomes: Propose indicators and simple tracking for teacher attendance, completion, observed practice change, and learner outcomes; include baseline and endline options appropriate for the context.
Budget & phasing: We are seeking cost-effective solutions appropriate for a small nonprofit. Although funding has not yet been secured, the budget goal ranges from $80,000 to $115,000 USD for the project. Cost-effectiveness, sustainability, and value are critical priorities.
Please provide a rough order-of-magnitude budget estimate for the TPD program concept described. We understand this is preliminary and based on limited information. Provide unit costs, if possible, like the costs per teacher trained, training day, local trainer developed, or cost per trip to FdB, for example. Note any assumptions about scope, duration, team composition, or delivery model that drive your estimates. ADF Haiti will not hold you to these figures if we move to formal procurement. This information helps us assess funding needs and feasibility.
Operating Context: Rural FdB with intermittent electricity and internet, minimal teaching materials/school resources, and poor school and classroom infrastructure.

2. Train-the-trainer models and sustainable capacity building (not just one-time workshops)
3. Materials development in Haitian Creole
