• Supervision of the accountant and a team of 11 Managers and a Procurement team of 4 in regards to management of grants and contracts, sub-recipients, allowance, cost, pricing, acquisitions and billing matters for the project’s $99,275,000 Watershed Investment Fund (WIF). Ensure the final review and approval of grants and subcontract documents, consultant’s contracts and scope of work, disbursements and procurements and their compliance with USAID Rules & Regulations as well as Chemonics’ requirements, procedures and best practices;
• Administer in collaboration with the WIF Director all contracts, grants, direct procurements, technical assistance and MOU’s. Managed the letter of credit (LOC) with the State Department during a 2 year period;
• Provide policy guidance and interpretation for other project staff involved in grants and subcontracts making and management as well as recipients. Review and analyze budget estimates for allocability, reasonableness, and consistency.
