Security Liaison Specialist

- Reviews security procedures to be followed in USAID office facilities per guidance from the U.S. Embassy Regional Security Office (RSO).
- Maintains knowledge of local RSO physical security standards for use as a baseline for USAID’s Implementing Partners in Haiti.
- Supports the RSO in the distribution of security policies and regulations while ensuring USAID staff’s adherence to them.
- Liaises with USAID/Washington’s Office of Security on USAID/Haiti security matters.
- Acts as liaison with Embassy and USAID for emergencies and critical security drills.
- Acts as a senior USAID’s floor warden and coordinates with other USAID floor wardens during emergency evacuation programs for USAID under guidance of RSO.
- Act as coordinator between RSO and USAID Mission staff for official in-country travel requests; ensuring staff’s compliance with U.S. Embassy travel policy prior to submission.
- Serves as a resource on questions regarding security concerns, risk management and security awareness by coordinating with the PLSO, the Mission Director and the RSO.
- Oversees the PLSO establishment and maintenance of an electronic information-sharing format such as a Google/Skype/WhatsApp group or other commonly used platform among the IPs to support the exchange of pertinent security-related information.
- Coordinates bi-weekly meetings with the PLSO to discuss program contractual matters. As needed, accompany the PLSO team on IP offices and project sites to execute security assessments.

- Prepare Diplomatic Notes for administrative purpose for Embassy’s interaction with national and international institutions.
- Follow up with the Ministry of Foreign Affairs to obtain the residence visa, the diplomatic identity card, the fiscal identity number as well as the driving license for new diplomats.
- Ensure with the First Secretary that the payments of all Embassy’s periodic obligations are executed.
- Ensure that all Embassy's fiscal documents are correct and tax obligations are paid.
- Communicate information to the First Secretary on the country's general economic situation.
- Ensure that all employee's time sheet, leave forms and other administrative documents are accurate.
