Implementation of security policy, procedure and infrastructure to facilitate an environment enabling F.H Haiti to deliver programs safely, securely and effectively all over Haiti (especially in the south department, upper Port-au-Prince area and Belladère)

Assist in the implementation of security policy, procedure and infrastructure to facilitate an environment enabling World Vision to deliver programs safely, securely and effectively in the Nippes Departement. . • Maintain relationships with local, state and federal law enforcement and other related government agencies; mitigate risk within World Vision Haiti programmed according to international best practices • Supervise Security Agents , Investigations of committed frauds; • Ensure that all information and security systems are functional and secure; • Implement a routine national and regional threat and risk assessments; • Implement and monitor staff movement and tracking systems; • Assist in the implementation of hibernation strategies, the propositioning of requisite rations and equipment; • Assist in the development and review of security policy & standard operating procedures; • Oversee incident response planning as well as the investigation of security breaches, and assist with disciplinary and legal matters associated with such breaches as necessary.

Maintains a safe and secure environment for customers and employees by establishing and enforcing security policies and procedures; supervising the security guard force. • Develop and implement security policies, protocols and procedures and review any security-related documents, such as incident reports, proposals, and tactical or strategic initiatives; • Train subordinate security professionals or other organization members in security rules and procedures; • Plan and coordinate security operations for special and high-risk events; • Order security-related supplies and equipment as needed; • Coordinate security operations or activities with public law enforcement, fire and other agencies; • Attend meetings, professional seminars, or conferences to keep abreast of changes in executive legislative directives or new technologies impacting security operations; • Assist in emergency management and contingency planning; • Overseeing the dispatching department, the deliveries; • Recruit, train and supervise security officers and guards; • Coordinate staff when responding to emergencies and alarms; • Investigate and resolve issues; • Create reports for management on security status; • Analyze data to form proposals for improvements (e.g. implementation of new technology).

Monitor and guarantee the execution of all the expected activities within the assigned region. Execute the recruitment and training plan. Guarantee the attendance of the field personnel during the entire event. • Verifies that the training facilities are equipped with all the necessary material for this activity. Makes sure they are adapted to the number of participants, meet the lighting and environmental conditions and that they are equipped with the necessary materials, equipment, even if the training process is not part of Smartmatic’s responsibilities; • Supervises the recruitment and hiring process of the required field staff; • Monitors the installation and/or operation of the communications infrastructure; • Guarantees the good administration of contingency equipment and consumables provided for his/her region; • Monitors the transportation of the equipment for each stage of the project; • Verifies that the quantity of equipment received on the region corresponds with the ones sent from the Production Warehouse; • Monitors the distribution and withdrawal of equipment and other materials required. • Verify the conditions of the registration sites; • Handle progress reports; • Makes sure the national agreements, made between Smartmatic and the Customer, are respected in the regions and immediately informs any irregularity.

Perform various duties incident to the planning, coordinating, and conducting civil-military operations. Support the operation of civil affairs planning and coordination centers. Perform civil-military assessments of the operational area and coordinate with a wide variety of civilian populations, organizations, and agencies. • Identify protection goals and objectives; • Manage the development and implementation of global security policy (for drivers, FSN . . .), standards, guidelines and procedures to ensure ongoing maintenance of security; • Serve as a support Specialist for CDC/USAID; • Oversee the physical safety of employees, directors and visitors.
