Responsible for maintaining, developing and implementing administrative and finance systems within the country:
• Prepares country office budget;
• Oversees the financial spending and reporting operations for the office for the execution of two-million dollars for Haiti operions running;
• Tracks expenses against budget;
• Provides timely financial management information to the Country Director;
• Monitors and reports on project and country office income and expenditures;
• Prepares monthly Budget vs. Actual report;
• Develops and implements standard administrative policies and control systems for the running of the country office;
• Assists the Country Director in the preparation for both intern and external audits and provides responses;
• Ensures an efficient financial flow process and timely payments for the goods and services acquired for the implementation of project activities;
• Handles together with the Country Director complaints, disputes and grievances from staff gathering the information, documenting and filing appropriately and if necessary consulting with a labour lawyer;
• Promotes and maintains good employee and labour relations with the staff through various activities and interventions;
• Coordinates all local recruitment requests, in consultation with line management to prepare job descriptions, identify media/advertising sources, advertise vacancies in accordance with recruitment procedures, and deal promptly with all recruitment-related correspondence;
• Conduct interviews, complete reference checks and in consultation with the Country Director prepare contracts of employment and ensure all employees have completed statutory documentation;
• Prepares and manages accurate and systematic payroll and income tax payments;
• Issues lease and service contracts and maintain their records and monitoring;
• Manages and maintain the HR system: recruitment process including employment contract, absence, presence, leave, induction, exit interview;
• Liases with local legal advisor;
• Provides IT support to staff office in coordination with the country office IT Consultant and Regional IT Manager;
• Guarantees an effective logistics in terms of travel planning, office maintenance, fleet management.
