Filling in for the Deputy Chief Of Party (DCOP), has been providing technical guidance to the main technical intermediate results IRs (IR1: Increasing Agricultural Productivity; IR2: Improving Watershed Stability above Selected Plains; IR3: Strengthening Agricultural Markets;) on AVANSE, to assist the IR teams in planning for needed field activities (including developing scopes of work and procurement strategies) and to provide field supervision and quality control for AVANSE field activities.  Facilitating working sessions between the Infrastructure Component and the Procurements Office to identify the most appropriate mechanisms (e.g. Blanket Purchase Agreements (BPAs) Indefinite Quantity Contracts (IQCs), etc.) to support the Infrastructure Component’s Implementation Plan and to respond to the Infrastructure Component’s emergency response needs. Prepared Memoranda of understanding (MOUs) and program description documents for MARNDR support activity under IR1  Assisted the Chief of Party (COP) in identifying critical bottlenecks that impede project implementation.  Helped the Infrastructure Component develop a comprehensive and detailed Implementation Plan and calendar to implement the 2015 work plan and to initiate all related procurement actions.  Helped the COP to ensure that project deliverables are technically sound, of highest quality, delivered on time.
