Filling in for the Deputy Chief Of Party (DCOP), has been providing technical guidance to the main technical intermediate results IRs (IR1: Increasing Agricultural Productivity; IR2: Improving Watershed Stability above Selected Plains; IR3: Strengthening Agricultural Markets;) on AVANSE, to assist the IR teams in planning for needed field activities (including developing scopes of work and procurement strategies) and to provide field supervision and quality control for AVANSE field activities.  Facilitating working sessions between the Infrastructure Component and the Procurements Office to identify the most appropriate mechanisms (e.g. Blanket Purchase Agreements (BPAs) Indefinite Quantity Contracts (IQCs), etc.) to support the Infrastructure Component’s Implementation Plan and to respond to the Infrastructure Component’s emergency response needs. Prepared Memoranda of understanding (MOUs) and program description documents for MARNDR support activity under IR1  Assisted the Chief of Party (COP) in identifying critical bottlenecks that impede project implementation.  Helped the Infrastructure Component develop a comprehensive and detailed Implementation Plan and calendar to implement the 2015 work plan and to initiate all related procurement actions.  Helped the COP to ensure that project deliverables are technically sound, of highest quality, delivered on time.

Designed and implemented the "deuxième plaine irrigation " Project Plan in the field;  Evaluated progress of the project;  Reviewed progress of contractors;  Reported and communicated with the stakeholders;  Trained farmers (310) on best practices of water and land management for increasing productivity;  Oversaw the budget of $1.2 million; supervised 25 staff.

Designed and implemented the strategic plan of ARTECA;  Managed all the irrigation projects (studies and implementation);  Trained mayors of 36 municipalities in the South of Haiti and their staff in management, accounting and secretarial techniques under the United Nations Development Programme (UNDP);  Guided the mayors through a participatory planning process;  Assisted the municipalities in the design and implementation of small infrastructure projects.  Oversaw budget of $3 million; supervised 110 staff.

Serve as consultant and advisor to the Ministry of agriculture (1996-1998) and other senior level representatives on issues relating to water and other natural resources (soil, forest);  Developed the scope and objectives of short term, intermediate and long-term programs to address the issues related to natural resources. Guided and coordinated the mission of experts in water management;  Led and oversaw partnerships and activities with other stakeholders in natural resources management;  Managed actions to support information sharing and water management amongst the 5 Ministers responsible of Water resources at different levels;  Provided technical assistance for design and implementation of new rules and regulations for water management.  Improved assessment and monitoring of water resources.
