Specific duties and accountabilities
Participate in the M&E design workshops, baseline, end line and contribute to the development of M&E
system of the Canaan Social Mobilization Program together with Project Staff and ARC Haiti HQ AMEL
Unit.
Work together with ARC Haiti HQ AMEL Unit and program staff to develop and implement relevant
monitoring tools, forms and formats for monitoring outcome and output indicators, beneficiaries and other
relevant M&E information. Translate these tools into Kreyol after they are final in English.
Be familiar with the M&E framework, its indicators, their definitions, calculation methods and tools and
forms, and guide the project staff to collect, compile and store data accordingly.
Assist the GIS team to collect and furnish relevant data for GIS mapping and presentation.
Be responsible for keeping track of ITT table; ensure that all relevant output and outcome data are collected
routinely (on a quarterly basis) to report to the ITT from the field office.
Ensure that all reported data have supporting documents for verification purpose.
Ensure that M&E protocols and standards as developed by AMEL Unit are followed in the design,
implementation, storage and maintenance of M&E system.
Be responsible for collecting beneficiary data reached by the project following ARC guidelines and ensure
quality, safe and coherent storage and maintenance of data in an appropriate manner.
Conduct regular field visits and collect qualitative information, success and case stories and report to
Program team, Deputy Program Manager and ARC Haiti HQ AMEL team.
Actively participate in any baseline, end line, evaluation or small studies and contribute to its organization,
data collection, analysis and reporting as needed.
Oversee the M&E technical quality of any external consultants engaged.
Conduct field visits of partner projects together with the program staff, as necessary, and provide feedback
and reports on their works on regular basis (if assigned to partners’ monitoring work)
Actively participate in participatory monitoring processes and others mechanisms initiated by AMEL Unit
and actively contribute.
Maintain a working relationship with M&E counterparts of partner organizations and the GoH.
Identify possible risks and target shortfalls in advance and notify program staff and the Deputy Program
Manager.
Report M&E technical challenges to and request support from the ARC Haiti HQ AMEL team.
Provide to the Deputy Program Manager monthly and quarterly reports with a work plan and support as
necessary the program reporting mechanisms.
Any other duties as required relevant to Monitoring and Evaluation
Additional duties
- Report regularly to the Canaan Program Manager Delegate the progress of DRR activities and inform her
before taking any important programmatic decisions
- Suggest improvements or efficiencies that could advance the implementation of DRR activities
Ensure that the work plan is respected and is in line with overall program planning
Duties applicable to all staff
- Support the realization of overall ARC HAP goals through effective teamwork and occasional cross support
to other programs.
- Promote clear and effective communication through regular administrative documentation of work
progress.
- Ensure understanding of roles, responsibilities, lateral relationships and accountabilities;
- Perform other work related duties and responsibilities as may be assigned by the supervisor;
- Understand and implement the Core Principles of the Red Cross Red Crescent Movement.
- Establish good working relationship with fellow national and international staff.
- Develop a good working relationship with HRC.

1. Design and manage the implementation of programme and project M&E plans in alignment with the World Vision DME LEAP framework
2. Participate in project design, revise the project objective hierarchy and logical frame work matrix (activities, processes, inputs, outputs, outcomes and impacts);
3. Manage the identification and design of key indicators, appropriate tools, formats and procedures of operational monitoring at each level of the objective hierarchy;
4. Produce reports as per M&E plan’s reporting schedule and in accordance with approved LEAP reporting formats
5. Disseminate information from M&E to project management, implementing partners and funding agencies;
6. Formulate and ensure inclusion of M&E budgets in programme and project design documents
7. Develop and manage an updated database and information management system for programme indicators and monitoring activities;
8. Prepare the Terms Of Reference, design and costing of baseline, evaluations and needs assessment surveys
9. Collaborate with implementing partners and primary stakeholders to develop feasible and effective discussion events where M&E data are analysed and programming action is agreed upon
10. Organise and facilitate trainings on M&E functions for capacity development and awareness among relevant World Vision staff
11. Guide and liaise with external consultants and individuals sub-contracted to implement special surveys or studies required for evaluating project effects and impacts
12. Conduct coaching for performance with M&E supervisors and enumerators
