The Global Health Strategic Program Advisor will provide guidance and advice into a more stable environment while ensuring coordination of actions for future USAID investment operationalizing new strategies facilitating integration and people centered approach.

Support the United State Government funded Global Health activities by leading and managing the Global Health Supply Chain program-Procurement Supply in Haiti from forecast, quantification through procurement, warehousing, distribution, consumption data analysis, and on- time replenishment until the last mile in consideration of multi-months dispensing and client- centered approaches supporting HIV/AIDS, Reproductive Health-Family Planning and Maternal- Child Health programs while providing related systems strengthening technical assistance encompassing all elements of a comprehensive supply chain to all USG supported institutions as well as the Ministry of Health.

Ensure Governance and Leadership of the Health sector by ensuring, with a participative process, the elaboration of a Multisectoral National Health Policy with a 25-years’ vision guiding simultaneously a progressive, but deep reform, of the health system. Operational priorities with clear expected objectives were defined in coordination with national and international partners identifying sources of funding, joint monitoring strategies and approaches to produce results while ensuring transparency of financial supporting all health actions investment and producing integrated quarterly and annual statistical data reports in consideration of national and international partners as well as the Ministry of Health for better coordination and decision-making.

Ensure the Global Project Management. Represent the project and work with USAID, the Government of Haiti, and the Ministry of Health particularly to discuss Health Projects Strategies and ensure accuracy. Led and developed yearly scaling plans according to gaps and results obtained as well as their execution in collaboration with Implementing partners and the project technical team. Supervise all technical staff managing the health components or programs such as:  Child Survival,  Reproductive Health and Family Planning,  STI/HIV/AIDS,  Human Capacity Development,  Communication and community mobilization health services adopting behaviors Changes as well as Youth, Safe water, Corporate Social Responsibility.  Governance, and Decentralization Page 5 of 7  Monitoring and evaluation to appreciate efforts, congratulate or find joint new approaches or strategies addressing gaps while producing results jointly with Implementing partners twice a year.

Work with USAID and the Ministry of Health to adopt Health project strategies and ensure technical operational project plans are elaborated according to priority health approaches defined previously. Technical framework and guidelines are produced and shared with Implementing Partners guiding their own elaboration of operational plans accordingly ensuring USAID financial support through MSH after reviewing jointly their respective produced documents and adjusted if needed. Partners and project technical staff are followed on their performance according to their approved plans and taking together correctives measures. Assure coordination and follow-up of technical activities(private and public sector).Led meetings aiming to technical decisions. Maintain schedule and respect of financial verification plans at institutions receiving USAID support throughHS-2004 (Phase I).Supervise financial analysts in charge of financial verifications. Supervise health infrastructure rehabilitation components. Work closely with the Chief of Party in the planning, and implementation of technical project activities as well as for the management of HS-2004 (Phase I). Assist the Chief of Party in launching the new relationship with the public sector and the harmonization of the public-private sector and USAID. Prepare unified technical and strategic meetings for partners. Participate with other technical members in field activities providing technical assistance to public and private health institutions and their respective departmental directorates. Prepare quarterly reports of the HS-2004 Phase I Project for USAID and

Set up the Office of Management Sciences for Health HS-2004 Phase I project and participate in additional Human Resources recruitment. Led project administration and launch technical activities by providing some guidance before COP’s arrival In-country. When COP in-country, ensure coordination and follow-up of technical activities launched, provide answers to all correspondences, or requests of support coming from partners receiving already HS-2004 financial and technical support. Ensuring reception and follow-up of monthly technical and financial reports according to the contractual terms and clauses. Orientate and supervise financial analysts in charge of financial verification.
