DUTIES AND RESPONSIBILITIES:  The Program Manager, AmeriCares Haiti will be responsible for helping to develop, implement and manage programs in the health sector within the strategic vision of AmeriCares Haiti Earthquake recovery efforts;  Program Development o Program development activities, including relationship building and exploring potential programming opportunities; o Collaborate in identifying and disseminating AC Haiti’s program strategy within the four key areas of focus: o Increasing Access to Health Care o Cholera Control and Prevention o Improving Maternal and Child Health o Emergency Preparedness in the Health Sector  Program Implementation and Evaluation o Foster collaborative relationships with AC partners o Collaborate in updating and improving of program management and M&E tools; o Provide technical guidance to program’s team and partners in areas of expertise; o Ensure programmatic responsiveness to the needs of the victims of the earthquake disaster; o Working in conjunction with AmeriCares GIK Manager to build upon GIK partnerships; o Ensure program selection aligns with program strategy; o Ensure compliance with local and international regulatory issues in program development and implementation; o Ensure programming meets budgeted and timeframe deadlines; o Coordinate activities of the program with HQ team.  Grant Development and Management o When required, work with partners to develop grant proposal and assist with reviewing and vetting process locally as well as with HQ; o Oversee grant disbursement including timely implementation of planned activities and appropriate expenditure of funds; o Ensure adequate reporting is provided by partners including both financial report review and narrative reports; o Ensure adequate reporting of AC Haiti programmatic progress is provided to Senior Program Manager and HQ as needed.  Communications o Distribute regular reports, in collaboration with the Senior Program Manager and Country Director, to HQ on country and program activities; o Ensure regular/biweekly communication within the program department on progress, new grants and projects and relevant issues and successes including direct reporting to Senior Program Manager; o Obtain authorization from the Director and HQ for all new grants and projects.  Representation o Participate in responsible media coverage of events and programs related to AmeriCares efforts in coordination with AC Communications team at HQ; o Actively pursue to establish conducive relationships with partners and provide support at all levels of projects’ cycle; o Actively pursue coordination and working relationship with the government of Haiti, other NGOs and International Organizations.
