PROJECT: Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) Haiti

Background:

The Procurement and Supply Management project is the primary vehicle through which USAID will

1) procures and provide health commodities,

2) provides systems support to improve partner countries’ management of the supply chain, and

3) collaborates with key international stakeholders to support global health initiatives.

The Haiti office works under the HIV/AIDS task order to provide commodities and supply chain systems support.


Fonctions

Position Purpose:

The Senior Human Resources (HR) Officer will support in managing overall human resource needs to meet the objectives of the GHSC-PSM Haiti project. A high level of organizational and communication skills is key to effective functioning of this position as well as understanding of local labor laws and U.S. government and USAID record keeping and reporting regulations.

The Senior HR Officer is the focal point for employee relations including personnel policies, procedures, and benefits. The Senior HR Officer will perform the following duties and responsibilities:


Tasks:

Specific tasks to be completed under this SOW are as follows:



• Coordinate project recruitment/hiring process by drafting or reviewing scopes of work, processing hire request forms, advertising positions, reviewing CVs to select qualified candidates, preparing interview questions, participating in interview panels, preparing interview reports, and other tasks as needed.


• Negotiate salaries with all candidates for long-term and short-term local positions in accordance with USAID regulations and internal policies including accurate completion of biodata forms, salary verification documents, and reference checks.

• Prepare employment agreements and modifications for new hires and staff promotions.


• Coordinate preparation of local short-term consultant agreements as well as monitoring and evaluation of consultant performance; ensure that all consultant files are in order and up to date, including copies of consultant evaluations and final deliverables.

• Ensure that employment files including contracts, amendments, job descriptions, leave entitlements, annual evaluations, and other forms (e.g. severance and final payment) are current and well documented.

• Plan, in close coordination with the HR Manager, new hire orientations, all staff meetings, staff development trainings, and staff wellness activities.


• Manage the local health insurance file (AIC, OFATMA) and serve as the point of contact for the health insurance provider and for staff regarding questions on coverage. This includes adding new hires to the project insurance policy to minimize gaps in coverage, processing reimbursements for staff, and coordinating with the insurance provider to remove departed staff from the project’s insurance policy.


• Coordinate, as needed, with HQ to enroll staff in on the project’s life insurance policy.

• Maintain and update, with the support of the HR Assistant, the employee tracker, recruitment tracker, and leave tracker; review the employee contact list for accuracy.


• Nurture a positive working environment.


• Provide support to employees on various HR related topics such as annual and sick leave, benefits, compensation, etc.; work with employees to resolve issues and problems.

• Ensure that Chemonics complies with necessary local labor law, including payments to employee benefit funds and serve as the point of contact for local personnel policies and procedures including making recommendations for changes and additions.


• Ensure staff compliance with local policy manual and local labor laws.

• Any other tasks as assigned by the Human Resources Manager.


Qualifications Requises

• Bachelor’s degree preferred in business administration/ Human Resources or related field, or pertinent equivalent experience.

• Minimum of 4 years of professional relevant work experience in Human Resources required.


• Experience working in Human Resources for USAID-funded projects or with other international organizations preferred.

• Demonstrated relevant knowledge in HR management and local labor laws.

• Exemplary management, communication, and interpersonal skills that promote teamwork and cultivate strong relationships with staff, partners, stakeholders, and beneficiaries.

• Proven proficiency in Microsoft Office Suite


• Fluency in French and Haitian Creole required. Professional proficiency in English (spoken and written) preferred.


Conditions particulières

• Chemonics may amend the SOW for this assignment in consultation with the employee.


Conditions de travail

The Senior Human Resources Officer will report directly to the Human Resources Manager.
