The health portfolio includes a four-year, $100 million, and integrated, primary healthcare activity supporting service delivery in 164 clinical sites nationally.
Additionally, the office manages a $49 million HIV/AIDS program and enjoys a collegial and collaborative working relationship with the PEPFAR Interagency team. The Health Office is comprised of three USDH positions, two USPSC positions, and 19 Foreign Service National staff.
Fonctions
The Project Management Specialist (Infectious Diseases/ID) serves as the Mission’s lead FSN advisor on the implementation of programs to combat numerous infectious diseases such as Tuberculosis (TB), as well as vector-borne diseases such as Zika and lymphatic filariasis (LF); and water-borne diseases such as Cholera. The ID Specialist will serve as the lead on water, sanitation and hygiene (WASH) programming for the Health Office, coordinating closely with counterparts from other Mission offices on WASH to ensure a coordinated response. The ID Specialist ensures a well-coordinated and effective delivery of technical and program support across USAID’s ID portfolio and provides expertise in public health, epidemiology, vector management, social and behavior change communication (SBCC), surveillance and infectious and water-borne disease control. The ID Specialist works closely with USAID/Washington technical leads; and ensures coordination with other United States Government (USG) counterparts, including the Centers for Disease Control (CDC). The ID Specialist interacts and liaises with host-country officials, and international multilateral organizations such as the Pan American Health Organization, UNICEF, IFRC, and IDB. The ID Health Specialist serves as activity manager and oversees the implementation of centrally-funded and bilateral ID projects. S/he reports to the Health and Population Development Officer, Health Service Delivery Team Leader.
Qualifications Requises
Education: A Master’s degree in medicine, public health, nursing, or related field is required.
Experience: Must have a minimum of seven years of professional work experience in public health, particularly in infectious disease control with demonstrated ability to manage, coordinate and guide significant analytical and project management efforts. At least five years of this experience should have been in development assistance or related work for USAID, other donor agencies, host government organizations, or private sector institutions.
Job Knowledge: The ID Health Specialist must have a thorough knowledge of the ongoing ID outbreak in LAC and infectious disease control and response. Must have good knowledge of vector management, SBCC, MCH, and FP. Must have good knowledge, or the potential to acquire knowledge, of USG legislation relating to development assistance; USAID programming policies, regulations, procedures, and documentation; and of the objectives, methodology, and status of the programs and projects to which assigned.
Skill and Abilities: The ID Health Specialist must have expertise and experience related to infectious disease response, vector management, social behavior change communication, maternal, newborn and child health and family planning. Must be able to independently establish/maintain contacts with senior level officials of the host government and other donor representatives. Well-developed oral and written skills are needed in order to explain and defend program objectives and procedures. The Specialist must have the ability to analyze and evaluate a variety of technical data and to organize /present them in a concise written/oral form. Ability to manage and evaluate complex programs; and the ability to furnish information/advice in assigned areas with objectivity is needed. The Specialist must have problem solving skills.
Language: Comprehensive written and oral French. Fluency in English also required (Level IV fluency) high degree of proficiency in both written and spoken language, including the ability to translate on occasion. The ability to write highly technical health program-related documentation in English is essential. Fluency in Haitian Creole (Level IV spoken) is necessary.

Post Entry Training: A candidate new to USAID will be provided on-the-job training on USAID-specific procedures for managing and development objectives and results. Additional training will be provided from time to time, depending on availability of funds and course space. Successful completion of COR/AOR training is required. Other training to maintain professional capability, and other courses offered for professional USAID staff will be provided as appropriate and subject to the availability of course offerings and availability of funds. CCN PSCs may participate in temporary duty (TDY) travel to USAID/Washington and other Missions in order to participate in the Foreign Service National Fellowship Program described in ADS 495.
