PART 1 – JOB DESCRIPTION

MAIN PURPOSE OF JOB

To provide logistics support to the Tearfund Leogane programme office and field project sites.


LINE MANAGEMENT / POSITION IN ORGANISATION
• DMT Grade: C1.
• Reports to: Logistics Manager
• Liaises closely with: Area Logistics Officers in field sites, other Logisticians, Drivers, Guards, Finance Manager
• Liaises closely with external service providers and suppliers, government officials e.g. customs


DUTIES AND KEY RESPONSIBILITIES
All according to the policies and procedures laid out in the Programme Logistics Manual and locally written Standard Operating Procedures:

1. Assist Logistics Manager as required with the production and distribution of Driver and Guard schedules. Receive Vehicle Requests, create daily vehicle schedule for drivers, post and update schedule on Vehicle Board as required, coordinate with drivers to ensure program transport needs are met on a daily basis.

2. Assist Logistics Manager in managing the vehicle fleet, overseeing the drivers and managing the required paperwork for the vehicle fleet.

3. Receive and file Purchase Requests and Maintenance Requests, update appropriate tracking forms on computer, and assist Logistics Manager with the administration of the procurement process.

4. Be responsible for completing procurement requests, researching the market to identify potential suppliers, obtaining quotations and preparing comparative bid analyses for the Logistics Manager to review, and to pay suppliers.

5. Be responsible for managing the clearance of imported goods into Haiti, working with customs officials and freight forwarders to ensure Tearfund’s interests are protected.

6. Work with the Warehouse Supervisor and other warehouse staff, where appointed to ensure the maintenance of warehousing and other storage facilities in the Leogane area, ensuring that an adequate stock control system is implemented and maintained.

7. Organise onward shipment of goods from Port au Prince to project sites and locations, according to drawdown requests, ensuring the proper paperwork is completed accurately and on time.

8. Maintain and manage an accurate Asset Register of all assets in the programme and signed inventories of items issued to individual staff members.

9. Assist in managing the IT and communications equipment in the Leogane area under the direct supervision of the Logistics Manager or any other staff member given responsibility for IT or communications equipment.

10. Stand-in in absence of Logistics Manager.
11. To carry out other duties as agreed with the Logistics Manager.

Qualifications réquises

PART 2 – PERSON SPECIFICATION

ESSENTIAL DESIRABLE
QUALIFICATIONS • Secondary level or equivalent • Training in Logistics processes
• Full clean driving licence for manual vehicles

EXPERIENCE
• Supply chain management including Customs clearance
• Management of warehousing
• Stock control
• Large-scale procurement in the local marketplace
• Work in remote locations in Haiti
• Working with an International NGO
• Using Communications equipment (HF, VHF, Sat phone etc)
• Several years experience in driving large vehicles including in 4WD
• Management of people
• Management of a vehicle fleet and drivers
• Experience in Health & Safety and Security management

SKILLS/ABILITIES
• Very good computer knowledge, especially proficient in MS Word, Excel, Outlook.
• Excellent organizational skills
• Focussed on the detail in contracts etc.
• Good understanding and skills in filing, record keeping and administration
• Good problem-solving skills.
• Ability to effectively prioritize tasks.
• Able to work in French and Creole
• Able to work to deadlines and under pressure
