HR Officer- 1 vacancy
Tearfund requires one Human Resources Officer, based in Leogane.
Responsible for the administration and day to day oversight of recruitment of local staff. Candidates should have proven experience in Human Resources, a bachelors degree and a high level of spoken and written English, as well as French and Creole.
It is recommended that locals to Leogane apply for that post.

PART I – JOB DESCRIPTION

1. JOB MAIN ROLE

To assist the HR Manager in providing human resource administration and other support to the Tearfund Office in Leogane as it serves the DMT Haiti programme.


2. POSITION IN THE ORGANISATION.

The HR Officer works directly under the supervision of the HR Manager.


3. DUTIES AND RESPONSIBILITIES

Contribute to the promotion and adherence to the Purpose, Basis of Faith, Values and Tearfund intrinsic operational principles.

Human Resource

1. Assist with the implementation of Tearfund’s policy and practice on recruitment, selection, briefing and induction for new staff members.
2. Assist with the implementation of Tearfund’s exit procedures with regard to staff who are leaving Tearfund.
3. Advertise vacancies in accordance with Tearfund’s recruitment procedure and to deal promptly with all recruitment-related correspondence.
4. To assist in receiving, screening and processing applications according to approved criteria and in arranging for recruitment interviews.
5. To solicit for references/recommendations for short-listed applicants.
6. To assist the HR Manager with the recruitment, selection, orientation, and exit procedures.
7. To seek and accurately communicate all information regarding medical evacuations to the HR Manager or another senior member of staff.
a. To arrange for receiving the affected staff at the airport.
b. To make advance appointments for the affected staff for them to see a doctor and/or for transfer to hospital.
8. To maintain leave records for all Leogane based staff (including annual & sick leave).
9. Collate and maintain RnR/leave records for all staff, closely monitor staff RnR/leave movements and supply the HR Manager with an RnR/leave update during weekly meetings and whenever required.
10. Monitor employment contracts’ expiry dates, staff appraisal and confirmation dates, and inform the HR Manager one month in advance.

Staff Development

1. Develop and constantly update a Staff Development database showing the following details: applicant’s name, date of application, course requested for, when approved, cost, contribution of the staff member, pending cases.
2. Source and update information on available training courses/colleges.

Secretarial

1. To assist in compiling personnel data and other management reports.
2. To cover for the Receptionist/Secretary whenever she/he is not in the office

Filing, Medical Exams, Insurance & Processing of Documents

1. To arrange for medical examinations, vaccinations and ID passes for certain Leogane based staff.
2. To ensure that new staff have submitted all requirements for necessary employment paperwork e.g. photocopies of passport, photographs.
3. To ensure that all new staff have filled in insurance application forms and documentation for registration and ensure that they get insurance cover as soon as possible. Send insurance medical cards to staff as soon as possible.
4. To maintain and update personnel files for all Medan-based staff, and other staff where necessary.

Administrative & Communication Duties

1. To closely monitor insurance covers for staff and make sure that cancellations and additions are promptly advised to the insurers. To carefully check and approve insurance invoices for prompt payment.
2. To assist in payroll processing and statutory remittances in the absence of the payroll officer.

Human Resources Officer
ESSENTIAL DESIRED
QUALIFICATIONS Tertiary Qualification: graduate Diploma, preferably in HR.

• Bachelor’s degree or equivalent in Human Resources or related field.
• 1 year’s experience in HR or related field
• Fluency in written and oral English. Ability to translate formal documents in both directions and to interpret accurately.
• Mastery of MS Word, Excel, Outlook, and Power Point. Excellent keyboard skills.
• Ability to use the internet efficiently for research.
• Good administration skills - in organizing, prioritizing, and multitasking.
• Strong conceptual skills, ability to see the big picture, to weigh options, evaluate information and requests in light of objectives.
• Ability to work independently on assigned projects during the HR Manager’s absence.
• Advanced personal, moral, ethical and spiritual maturity. Ability to handle and guard confidential information sensitively and discretely.
• Demonstrated ability to work cross-culturally. International work experience preferred.
• Knowledge of
the political and administrative environment of the area, such as the National Office of Employment and the Labour Division
