At least 2 year’s experience of working with women and children’s groups in a senior management context. Experience in developing proposals and reports.Current police check

PART 1 – JOB DESCRIPTION

1. MAIN PURPOSE OF JOB
As part of the area management team of Tearfund you will be responsible for the overall coordination, management and implementation of specific Health Promotion and Children Protection (HPCP) sector activities in Haiti ensuring children’s and women’s health clubs, youth programme, child friendly spaces, women’s activities, men’s groups, household visiting, school HP and joint work with relevant line ministries is set up and develops well.


2. LINE MANAGEMENT / POSITION IN ORGANISATION
 DMT Grade A4
 May deputise for grade A3 (Area Co-ordinator)
 Line manager of the project team.
 Closely co-ordinates with the following members of the senior management team: Area Co-ordinator, Sector Advisor, Technical Logistician and other Sector Managers
 Liaises closely with senior officials of organisations in location


3. DIMENSIONS AND LIMITS OF AUTHORITY
 Approve expenditure on approved operational and programme budgets for which you have delegated responsibility up to £5,000.
 The above is subject to changes in the Disaster Management System.

4. DUTIES AND KEY RESPONSIBILITIES
Programme Strategy and Planning (20%)
Manage and implement Health Promotion and Children’s Protection project
 Ensure HPCP programme childrens’ and womens’ health clubs, a youth programme, child friendly spaces, womens activities, mens groups, household visiting and school health education activities in location are set up and run by community health committees and local staff.
 Establish and manage activities to improve the health and psychosocial wellbeing of the children and adults living in Haiti.


Corporate Policies, Management Systems and Procedures (10%)
 Contribute towards the promotion and adherence to Tearfund’s Purpose, Basis of Faith, Core Values and Operating Principles.
 Undertake all activities in accordance with internal management systems, operating procedures and policies, and monitor field-based work to maintain compliance.

Team Management (15%)
 Provide leadership and support to project team to ensure effective management and timely implementation of work plans and budgets.
 Provide supervision, guidance and monitoring.
 Delegate tasks to the project team for the week ahead
 Ensure that project staff understand their individual and collective responsibilities for safety and well being.
 Assist in monitoring the well-being, health & safety of project staff (including food, accommodation, compound management, health & hygiene) as appropriate.
 Conduct regular performance reviews.
 Encourage the personal development of each individual (including developing personal development plans-PDPs- and identifying training needs).
 Help recruit staff, conduct exit interviews, disciplinary and grievance procedures as required.
 Ensure that staff respect local cultural and gender sensitivities.
 Where appropriate provide pastoral support to members of the team.
 Support the Area Coordinator in overseeing staff planning, recruitment, induction and orientation processes for project staff.

Project Cycle Management (25%)
Coordinate community lead needs assessments and evaluations and submit appropriate reports and proposals
 Ensure all parts of the community (children, women, and men) are fully involved in needs assessments and monitoring the project on an ongoing basis, and ensure that a good understanding of the current health and psychosocial well being of the communities is gained
 Use information from needs assessments and evaluations to liaise with the Area Co-ordinator and senior management team to design appropriate project interventions to meet identified needs and strengthen local capacities.
 Prepare detailed project proposal submissions for the Health Promotion and Childrens’ Protection sector (including budgets) for multiple donors in collaboration with the Area Coordinator and Sector Advisor
 Write monthly reports for the Area Coordinator on sector activities
 Train the team to contribute to interim and final donor reports
Financial Management & Accounting (10%)
Design and manage budget for the sector

 Manage detailed project budgets in fulfilment of specified activities, outputs and objectives.
 Monitor project expenditure and assist in preparing and analysing project financial reports, understanding variances and taking corrective actions in consultation with the Area Coordinator.
 Ensure project monthly cash flow forecasts are prepared and forwarded to the Finance Manager.
 Ensure all project financial reports are prepared accurately and reporting schedules maintained in compliance with donor accounting and reporting requirements.

Spiritual Leadership (5%)
 Responsible for the spiritual leadership of the project team; to support their spiritual well being and encourage adherence to Tearfund’s Christian distinctiveness.
 Lead and participate in spiritual sessions of worship, prayer, teaching and reflection and be committed to the outworking of Tearfund’s Missions, Values and Beliefs Statement.
 Attendance at regular team devotions, away days and retreats.
 Responsible for maintaining your own spiritual development.
 To be committed to actively working and living in accordance with Tearfund’s evangelical Christian beliefs.

Good Practice and Institutional Learning (10%)
 Ensure that activities are carried out in accordance with signatory codes of conduct and accepted good practice.
 Identify key lessons learnt from project reviews and evaluations and ensure learning is understood and disseminated to field and UK-based stakeholders
 Encourage learning from project staff and identify case study themes / issues from project experience for analysis, dialogue and possible formulation into emerging best practice and policy.
 Enable people to take action to prevent disease and promote positive health behaviour through facilitation of education and learning, and dissemination of health information.
External Relationships / Representation (5%)
Ensure appropriate liaison with other Tearfund sectors, community and external agencies
 Build positive working relationships with local communities, district government officials, Pastors, UN, NGO and donor representatives.
 Attend relevant inter-agency coordination meetings as required.
 Assist in developing collaborative programmes with other agencies and national partners in accordance with country strategy.
 Support external policy influencing activities with relevant district and regional government, inter-government and non-governmental agencies (in consultation with field management).
 Attend relevant inter-agency workshops, conferences and sector coordination meetings as required.
 Keep informed of sector developments and key initiatives.
 Host occasional visits to project sites by interested personnel.
 Ensure good collaboration with other Tearfund sectors so working well together as a whole team
 Coordinate with Logistics staff to ensure an adequate level of logistics and technical support to project staff.

QUALIFICATIONS

Degree or equivalent in a relevant sector.
(Health Promotion, Education, Psychology, Development Studies). Further study in management field
Advanced diploma health promotion/public health/education/ psychology
EXPERIENCE






• At least 1 year’s experience in a HPCP project (or similar humanitarian project) at a senior level.
• At least 2 year’s experience of working with women and children’s groups
• At least 1 year experience in :-
o People management
o Strategic project planning
o Working to corporate systems, policies and practices
o Relating with peer agencies
o Beneficiary accountability
o Report writing
o Budget management Good experience working to SPHERE Standards, People In Aid and Red Cross Codes of Conduct.
Experience as HPCA Project Manager is an advantage (or managing similar programmes)
