Haiti is a Party to the Montreal Protocol for Phase-out of Ozone Depleting Substances. Through the Montreal Protocol Multilateral Fund, the United Nations Environment Programme (UNEP) and the United Nations Development Programme (UNDP) are assisting Haiti in managing compliance with the international environment convention. In this regard UNEP and UNDP are seeking to contract a suitable contractor for the Monitoring, Evaluation and Reporting of all approved projects in the implementation of the Montreal Protocol

The select contractor will have the responsibility for:

Conduct the verification of the ozone depleting substances consumption and demand;
Monitor the implementation of each project against the milestones set;
Provide periodic reports on all sub projects to the National Ozone Office and the
Implementing Agencies;
Prepare quarterly and annual Progress report to the National Ozone office, UNEP
and UNDP reports for the monitoring and evaluation of all Montreal Protocol Projects being implementing in Haiti;
Provide input into the preparation of Annual Implementation Plans;
Assist in the preparation of the HCFC national survey reports;
Assist the National ozone office of Haiti in the implementation of approved projects.

Candidates should have the following qualifications:

Masters Degree in Science or Engineering or first degree with at least five years of experience of technical project implementation, monitoring and reporting;
Experience in the national implementation of international Environmental Agreements, project management, and technical writing skills;
Working knowledge of the Air-conditioning and refrigeration servicing sector in Haiti will be an asset.

Fluent in French and English.

This consultancy is a full time post that requires daily presence at the office place located at UNEP/UNDP premises. It reporting lines will be UNEP Country Programme Manager and UNDP Environment Officer in Haiti.
