The Monitoring and Evaluation (M&E) and Supervision specialist is responsible for the design and Implementation of the supervision, monitoring and evaluation of the nutrition and health activities for the Nutrition and Health component of the MYAP_ACDI/VOCA project. Mie provides leadership and management to the overall Project's supervision, monitoring and evaluation plans and internal systems for the data collection, validation and analysis and periodically reporting and use to improve the project performance and effectiveness.

1. Work collaboratively with the ACDI/VOCA's M&E Manager and the Nutrition & Health Manager to regularly review and update the nutrition and health component indicators and other technical­ components,

2. Assist rural doctors in five communes for the development and use of data collection tools and approaches as well as in collection and analysis,

3. Supervise regularly the development and implementation of each rural community plan and periodically monitor and evaluate the performance in each commune

4. Work collaboratively with the ACDI/VOCA M&E Manager to set up project-wide mechanisms that measure and document the achievements and accomplishments of the health & nutrition monitoring plan indicators against set performance targets, including annual and life-of-project targets

5. Monitor project performance target; and provide timely reports and advice the Nutrition & Health Manager to for corrective actions,

6. Participate actively to mid-term and the end-line evaluation

7. Help the rural doctors in the target communes in the design of the nutrition and health intervention strategies and setting of targets for program results and measurement system at delivery points and "points de rassemblements" levels,.

8. Provide technical input to the work of the Water Engineer Project team members in order to accelerate achievement of the overall integrated project goals and objectives.

9. Design and contribute to developing program indicators to measure and follow key aspects of the nutrition and health component in the five target communes by tracking and measur­ing inputs, activities, results, and outcomes required to achieve performance results.

10. Adapt the MOH monitoring and evaluation tools to the project reporting and management needs in order to efficiently capture progress in meeting Implementation schedules (inputs, activities and outcomes) and reach objectives.

11. Provide technical support" and training to commune doctors and service providers (auxiliary-nurses and health agents) on the use of program performance data for program adjustment and redesign.

12. Provide technical assistance, as needed, to MOH staff at health center and departmental direction levels as well as to collaborating NGOs in the development of intervention-specific M&E plans and capacity building.

13. Perform other duties as assigned.

1. Master's Degree in public health, nursing, or other health­ related field.

2. Significant experience in monitoring and evaluation of nutrition and health activities

3. Demonstrated competence in assessing priorities and in managing a variety of activities in a time-sensitive environment, and in meeting deadlines with attention to detail and quality.

4. Proven ability to adapt strategies, generate effective collabora­tion and organize activities.

5. Strong writing, editing, and formatting skills.

6. Demonstrated computer skills in Microsoft Office Suite applications including Word, Excel, PowerPoint, and Outlook and advance skills in the use of analytical tools.

7. Demonstrated ability and willingness to take initiative and to be flexible depending on changing priorities and deadlines.

8. Proficiency in French, including speaking, writing, and reading, with the ability to conduct business in French. Knowledge of Creole is desirable.

9. Excellent interpersonal skills and demonstrated sound judgment in handling confidential and sensitive matters discreetly.

10. Experience providing training; experience setting up training programs and workshops preferred.
