I. Background on ACTED

ACTED is an independent international, private, non-partisan and non-profit organization that operates according to principles of strict neutrality, political and religious impartiality, and non discrimination.

ACTED was created in 1993 to support populations affected by the conflict in Afghanistan. Based in Paris, France, ACTED now operates in 22 countries worldwide, with over 120 international and 2500 national staff. II. Country Profile

In September of 2004, ACTED opened operations in Haiti in emergency response to tropical storm Jeanne, which claimed over 3,000 lives and destroyed socio-economic stability. ACTED Haiti focused its intervention on WATSAN projects, including latrine construction and rehabilitation, anti-malaria measures and hygiene & health promotion. ACTED Haiti also contributed to the decentralisation process through community mobilisation and dialogue initiatives. Since then, ACTED has expanded its intervention with offices in Port-au-Prince, the Gonaïves (Artibonite), Boc Banique and Belladère. Today, ACTED Haiti supports large water control projects, including irrigation canal construction & repair, river bank protection, and water storage/transport infrastructure. ACTED’s advocacy and protection initiatives include informing migrants about the risks of human trafficking. ACTED also works to develop local disaster response mechanisms, enabling communities to better prepare for and recover from Haiti’s violent tropical storm cycle.


Fonctions

Under the authority of the Country Director, the WATSAN Project Manager assumes management, technical advice, and coordination responsibilities to ensure the quality completion of ACTED WATSAN projects in-country.

Management • Oversee all project WatSan interventions, including internal and donor reporting, and ensure timely and qualitative submission of internal and external reports. • Regular follow up of WatSan interventions though relevant project tracking tools • Ensuring the respect of reports and deadlines by ACTED watsan team and relevant Implementing Partner(s). • Maintain comprehensive and complete files for each intervention. • Ensure that all departments/units/IPs are aware of and have access to ACTED and relevant donor regulations, including particular finance, logistics and administrative requirements. • Liaise with logistics to ensure procurement plans are implemented and tracked according to ACTED and donor regulations. • Advise program staff on issues relating to donor compliance.

Technical advice / monitoring • Provide technical advice on all project watsan intervention • Regularly monitor all watsan project sites

Coordination • Act as focal point for communications between all IPs and ACTED departments and units regarding all aspects of WatSan interventions. • Work closely with program staff to ensure appropriate program design, monitoring and evaluation initiatives are implemented and followed-through.

Other tasks • Assess current internal information-sharing mechanisms within ACTED and other Implementing Partners, and make recommendations for improvement. • Assist in developing internal and external communications as appropriate. • Undertake other tasks to support program, logistics, finance, and country management as needed.


Qualifications réquises

• University degree in Engineering or relevant WatSan specializations. • At least 4 years work experience in a development, emergency or post-conflict setting, in WatSan interventions. • Excellent written English skills required (French for francophone posts/Spanish for Central American posts). • Strong project management skills. • Familiarity with different European and other international donor regulations. • Organized and detail oriented, with an ability to multi-task. • Must be able to function effectively in a fluid, loosely structured, but complex work environment and to set appropriate priorities and deal effectively with numerous simultaneous requirements. • Must be able to work independently, with minimum supervision, within the context of a larger team. • Willingness to live and work in an insecure environment and to travel regularly to program locations as security allows.


Conditions de travail

Salary defined by the ACTED salary grid ; educational level, expertise, hardship, security, and performance are considered for pay bonus
