Introduction

Catholic Relief Services, an international non-governmental agency specializing in relief and community development, is seeking highly qualified individuals to fill an opening with AIDSRelief, a dynamic HIV/AIDS treatment program. Catholic Relief Services (CRS) is leading the implementation of the AIDSRelief project in Haiti in partnership with Futures Group (FG), the Institute of Human Virology (IHV) and Catholic Medical Mission Board (CMMB). AIDSRelief is funded through the US Government’s President Emergency Plan for AIDS Relief (PEPFAR) through the Centers for Disease Control and Prevention (CDC) and Health Resources and Services Administration (HRSA). The AIDSRelief program is a multi-year, multi-million dollar project that delivered high quality, durable anti-retroviral therapy (ART) during the first five years of the program. Now AIDSRelief Haiti is preparing for a three-year sustainability plan which involves transfer of key program responsibilities to local organizations in Haiti.

AIDSRelief Haiti is looking for a Systems and Transition Program Manager (STPM). The STPM will be responsible for ensuring effective planning, management and coordination of the Health System program activities, in collaboration with partner networks. She/he will provide technical support and leadership in programmatic management and implementation with emphasis on strategic objectives, program quality, cost efficiency and capacity building for the Health Institutions within the AIDSRelief network towards sustainability. The STPM reports to the Health System Manager and will work closely with her/him on two areas of attention; Health System Strengthening and Transition Facilitation.
The Health System Strengthening will be to provide leadership and direction for comprehensive integration of clinical services, fiscal management and strategic vision for cost-effective, sustainable quality care and treatment within local health institutions. The STPM will support with the provision of technical support and leadership in programmatic management and implementation with emphasis on strategic objectives, program quality, cost efficiency and capacity building towards sustainability. Responsibilities include the coordination and assistance of timely collection and analysis of demographic and financial information to implement and monitor fiscal systems related to delivery of patient care; working with key hospital staff to provide direction, organization and financial profitability to the institution; assist in the development of institutional procedure manuals and guidelines for improved systems managements at the partner level; review and improve systems to track overall institutional performance in service delivery, cost recovery and patient satisfaction; assist in the enactment of development of faith-based community-based network for sustainable local management of resources for HIV-AIDS programming and community-based leadership.

For Transition Facilitation, the objective is to enable the transition planning process with CRS, Consortium Members and LPTFs in coordination with the Government of Haiti, USG Haiti, and national faith-based umbrella organizations. The STPM will support on all aspects of the implementation of the sustainability work plan with “core business” being the transition of the management of the AIDSRelief Haiti Program to an existing or new organizational structure. As a STPM, the selected candidate will assist the AIDSRelief Haiti Health System Manager to lead the program toward sustainability and to provide coordination within a consortium management structure. The STPM will support the coordination of the work of the whole Haiti team particularly the areas that require specific technical expertise.

Fonctions

Program Management
1. Work with program leadership in management and coordination of program activities, including strategy development, activity implementation, results documentation, in direct liaison to relevant departments (Administration, Finance, Audit) and CRS programs (Orphans & Vulnerable Children (OVC), Community Support and Outreach Services, Multi-Year Assistance Program (MYAP).

2. Coordinate the activities on Health System Strengthening and the activities of the Transition Process.

3. Ensure development of annual and quarterly work plans and activity calendars for each implementing partner and conduct close monitoring to support successful implementation.

4. Use appropriate project management tools to plan, review and track progress on program implementation and utilization of resources to guide staff and partners as appropriate.

5. Coordinate planning and implementation of institutional assessment.

6. Work closely through partner networks to ensure systems are in place to guarantee timely and effective implementation of project activities: monitoring and evaluation, quality training, community development, technical assistance, training, staffing, materials, equipment, medical drugs and reporting.

7. Work closely with local partners and other program departments to strengthen community development strategies that reduce the stigma of PLWHAs (People Living with HIV/AIDS) and encourage individuals to seek testing, treatment and care.

8. Conduct regular monitoring visits to all partner organizations, with increased frequency of visits to accommodate partner needs.

9. Ensure timely receipt and review of quarterly narrative reports of programmatic activities from partner organizations.

10. Ensure the timely documentation and dissemination of lessons learned and best practices in program implementation from partner organizations.

11. Establish an archival system for program documents, e.g., meeting minutes, proposal documents, strategy plans, etc.

12. Actively participate in program meetings as appropriate to effectively plan and collectively coordinate programmatic activities and capacity building initiatives at the partner site level.

13. Contribute to narrative program reports for submission to institutional leadership and to donors.

14. Ensure staff and partner compliance with all institutional administrative and operational policies and procedures as well as donor regulations as applicable.

Representation
1. In collaboration with program leadership, engage in representation to USG (US Government), Directions Sanitaires, HIV/AIDS and community health partners and other PEPFAR Haiti networks.


Qualifications réquises

 Medical Degree or Masters Degree in public health, management, social sciences and/or related field.
 Extensive experience with program grant management (program design, strategic planning, budget development and monitoring, reporting, etc).
 Significant experience (5 years) in Health Systems Management, especially related to HIV/AIDS programming and working with Health institutions.
 Past experience with international NGOS and wil USG grants.
 Excellent communication and writing skills in French and English; fluency in Haitian Creole.
 Excellent skills in assessment, analysis and information synthesis to effectively produce written summary narrative reports.
 Computer literate in Microsoft Office Word, Excel and PowerPoint.
 Flexibility and capacity to work under pressure in a fast-paced, security-challenged environment.
 Demonstrated self-motivation and leadership skills.
 Ability to work as a team player and proactively collaborate and communicate with colleagues across all levels of institution and partnership members.
 Prior experience working in multi-agency, multidisciplinary teams.
 Demonstrated commitment to principles of local community development involving partnership and capacity building initiatives and also, of social justice – all of which directly pertain to program goals for expanding access to care, treatment and community support to effectively counter the HIV/AIDS epidemic in Haiti.
 Willingness and ability to travel extensively in Haiti (up to 60% of the time).
