II. Country Profile

In Haiti, ACTED is operating the following activities :

• Disaster Preparedness and Risk Mitigation.

• Rehabilitation of road and hydraulic infrastructures

• Water and Sanitation ;

• Food Security, vocational training, access to markets, micro-credit etc ; • Economic Development ;

• Other development assistance and humanitarian aid activities, as requested by local authorities and beneficiary populations ;

III. Position Profile

The Country Logistics Manager will work under the direct hierarchical supervision of the Country Director but reports functionally to the Logistics and Security Director at the HQ (Paris) :

 For all aspects related to security and monthly Logistics and Security reporting, the Country Logisitics Manager will report to the Logistics and Security Director in HQ.

 For all aspects related to Inventory, Communications, purchase to be done in HQ, the Country Logisitics Manager will report to the Hub Department in HQ.

 For all aspects related to Procurement Plan to be approved in HQ prior dissemination to the donors, the Country Logisitics Manager will report to the Audit Manager in HQ.

• He will have direct hierarchical and functional supervisory role for all staff under his department.

His/Her main duties and responsibilities will include :

1. Procurement Planning and Supply chain management

• Responsible for project procurement planning ; • Manage and coordinate the entire procurement and supply chain resources in the mission ; • Reinforce current procedures and the quality of ACTED internal control, based on international best practices, donor requirements and results of internal and external audits ; • Ensure information flow with other departments for effective service delivery thus securing the successful conclusion of the programmes ; • Accountable for overall compliance with the procurement procedures.

2. Stock Management

• Accountable for all programme inventories in the mission (capital and bases) as well as management of the IN & OUT processes in the Mission storage resources ; • Responsible for overall compliance with the stock management procedures.

3. Delivery (Transport) Management

• Overall delivery management for ACTED freight and passenger transport ; • Accountable for the overall compliance with delivery management procedures.

4. Assets and Property Management (including premises)

• Ensure the safety and effective use of all ACTED assets and property in the mission and is responsible for the maintenance and repairs of these resources ; • Accountable for the overall compliance with assets, property and premises management procedures.

5. Fleet and Fuel Management

• To ensure proper utilization, maintenance and follow up of the ACTED fleet as well as control and manage the cost of the fleet (fuel, maintenance and repairs) ; • Accountable for the overall compliance with the fleet management procedures.

6. Telecommunication and Information Technology Management

• Set-up, manage and ensure effective use of the entire telecommunication and IT system and manage the mission’s telecommunication costs ; • Accountable for the overall compliance with the Communication and IT procedures.

7. Security and Safety Management

• Update the security policy of ACTED Haïti according to the context, in close collaboration with the Country Director. • Ensure the full application of security measures as defined in ACTED Haïti’s Security and Safety Guidelines. • Ensure high-level security of all ACTED assets, property and resources within ACTED Haïti ; • Accountable for the overall compliance of ACTED Security and Safety Guidelines.

8. Reporting

• Responsible for complying with all the reporting requirements within the various sub-departments to the country management team, HQ as well as donor requirements within the FLAT process.


Qualifications réquises

IV. Qualifications :

• Astute critical thinking and analytic skills ;

• At least 2 years of professional experience in humanitarian and/or development organisations ;

• Master degree preferably in a development related field ;

• Experience with participatory appraisals and project cycle management encouraged ;

• Good organizational and communication skills with international and national staff and rural communities ;

• Flexibility and adaptability are essential, as well as the ability to plan, take initiative and organize work independently ;

• Excellent communication and drafting skills in French. Spanish/English proficiency will be considered as an asset ;

• Knowledge of the region an asset ;

V. Conditions :

Salary between 1500 and 1900 net / months

Additional monthly living allowance

Free food and lodging provided at the organisation’s guesthouse/or housing allowance (depending on contract length and country of assignment)

Transportation costs covered, including additional return ticket + luggage allowance

Provision of medical, life, and repatriation insurance + retirement package
