Introduction


Fonctions

Under the general supervision of the Senior Advisor, HIV/STI Caribbean Office (PHCO), and the direct supervision of the Advisor, HIV/STI (European Commission Project), the incumbent is responsible for providing support to the HIV project for the Dutch Overseas Caribbean Territories (OCTs), but not necessarily limited to, the following duties:

a) Provide the Overseas Caribbean Territories (OCTs) with technical support for the development and implementation of territory work-plans.
b) Provide the Overseas Caribbean Territories (OCTs) with technical support for the harmonization of "project specific" work plans with National Programmes and Plans for HIV in the context of the Caribbean Regional Strategic Framework for HIV/AIDS (CRSF) for HIV, the Caribbean Health Sector Plan, and the Caribbean Cooperation in Health (CCH-III).
c) Assist with the prioritization of technical assistance needs and the development and update of technical assistance plans for countries/territories and the Project Management Team (PMT).
d) Identify technical assistance issues (needs, options and resources) for redress by sub-regional and regional institutions and supervise/coordinate the technical assistance of the Joint Project PMT and implementing partners at country level.
e) Collaborate with Advisor, HIV/STI (European Commission Project) for programme development, implementation, monitoring and evaluation.
f) Assist with the consolidation of work plans for various projects to improve the efficiency of implementation, accounting and reporting by countries/territories.
g) Liaise with the national focal points and counterparts for project implementation and with other implementing partners to provide technical and programmatic support to OCTs.
h) Participate in monitoring missions to support project implementation in the Dutch OCTs.
i) Assist designated focal points in the preparation of technical cooperation requests and on site support for the submission of documentation to PAHO as per agreed upon manual of operating procedures.
j) Prepare and maintain progress reports pertaining to the Dutch OCTs.
k) Collect baseline data for monitoring of project implementation and ongoing data collection as per agreed monitoring and evaluation framework.
l) Support the Advisor, HIV/STI (European Commission Project) to implement, monitor and evaluate the overall performance of the project.
m) Perform other related duties as assigned

Technical Expertise:
- Basic knowledge of HIV/AIDS natural history and epidemiology and a practical and theoretical understanding of the public health and gender approach to sexual/reproductive health to HIV/STI;
- In-depth knowledge of modern management principles and practices with specific emphasis on program management.
- Strong analytical, planning, operational and technology skills.
- Strong professional oral and writing skills and ability to synthesize information and prepare reports.
- Thorough theoretical and practical knowledge of managerial principles and practices, as well as good judgment to plan and execute tasks.

IT Skills:
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, SharePoint and Outlook. Other IT skills and knowledge of other software programs such as Visio and Project will be an asset.

Experience:
Essential: Five years of professional experience in health services and human resources development related to HIV/STI, including project management and implementation.

Desirable: Experience in multi-country project management and implementation would be an asset.
Languages:
Very good knowledge of English. Working knowledge of Spanish would be an asset.
