Introduction

Applications are invited from interested and suitably qualified nationals of Caribbean Community (CARICOM) Member States and Associate Members of the Caribbean Community to fill the abovementioned position with assigned duty station in Barbados.


Fonctions

This position, under the general direction of the Partner Organisation Representative on the Project Steering Committee of the CARICOM-CIDA Trade and Competitive Project in the CARICOM Region: A-32281 CSME Core Component, will provide technical, logistical, administrative, monitoring and reporting duties thereby contributing to achieving the goal of providing more and better opportunities for the people of the CARICOM region to participate in and benefit from the introduction of the CSME.


Qualifications réquises

Candidates should possess the following:

(i) A Bachelors Degree in any field in the Social Sciences plus three (3) years post Bachelors Degree experience with demonstrated ability for liaising and cooperating with project personnel and donor organisations.

(ii) Sound working knowledge and training in:

(i) Project Management
(ii) Computer applications
(iii) Interpersonal, Communication and Report Writing skills
(iv) Basic Office Procedures
(v) Basic Financial Analysis skills
(vi) Conceptual and Analytical Skills


Conditions particulières

Under the direction of the Caribbean Congress of Labour (CCL’s) Representative on the Project Steering Committee, the Project Coordinator will be required to:

(a) PRODUCE AND DISTRIBUTE information products on the project and its relation to the CSME, for CCL and Caribbean Employers Confederation (CEC’s) Members using among other documents, Log Frames, Work Breakdown Structure, Project Management Framework, Annual Work Plan, Terms of Reference, Consultancy Reports and Meeting Reports;

(b) WRITE briefs for use by the Executive of CCL and CEC and the national representatives of the CCL and CEC on the National Coordinating Committee;

(c) PLAN AND CONVENE meetings of national representatives of the CCL and CEC;

(d) PREPARE AND DISTRIBUTE reports including to the CSME Unit of the CARICOM Secretariat and the Organisation of Eastern Caribbean States (OECS) Secretariat; on activities undertaken by CCL and CEC in accordance with the responsibilities of these partner organizations under the project;

(e) PROVIDE support and facilitation for implementation of project activities, including in respect of data and information held by CEC and CCL Members which are important facts and describing circumstances likely to influence the quality of the work of consultants;

(f) CONSULT with stakeholders in assessing needs for capacity building and in the conduct of agreed sensitization and training so as to ensure important participation and support for the project;

(g) PROVIDE support to the membership of the CCL and CEC at the national level to undertake duties connected with their service on the National Coordinating Committee;

(h) PREPARE activity and related budget proposals for activities to be undertaken by CCL and CEC in time for inclusion in the Project’s Annual Work Plans; and

(i) PROVIDE information feedback to the CSME Unit and OECS Secretariat on financing used by the CCL and CEC where provided by the project and counterpart contributions by CCL and CEC.

5. EMOLUMENTS

An attractive remuneration package will be offered.

. SETTLEMENT GRANT

On assumption of duty in Barbados, the officer shall be paid a settlement grant in respect of self, spouse and each eligible child or dependant (up to two), provided that the total number of children and other dependants does not exceed five in all.

7. RECRUITMENT AND APPOINTMENT

Appointment will be on contract for a specified period or on secondment from a Public Service or a statutory body of a Member State or approved regional organisation. It will be subject to such regulations, rules, orders and instructions as exist and as may be introduced from time to time in respect of service with the Secretariat.

An officer recruited from outside the assigned duty station, on first appointment, will be provided economy class air passages by the most direct route for the officer, spouse and children (provided they are below the age of eighteen years, unmarried and dependent on the officer) and for such other dependents to a maximum of two as may be approved by the Secretary-General, provided that the number of children and other dependents does not exceed five in all.

In addition to passages, the officer will be granted the following transportation allowances:

(i) ocean freight charges, including insurance, for shipping personal and household effects to Barbados, not exceeding 1250 cubic feet, plus a motor car (if the officer already owns one);

(ii) the cost of transporting baggage, personal and household effects from the home of the officer to the place of embarkation and from the port of disembarkation to the place of residence in Barbados; and

(iii) the cost of packing and crating personal and household effects.

8. LEAVE

The officer will be eligible for the grant of vacation leave at the rate of thirty-five working days a year and a leave grant after every twelve months of service in respect of the officer, spouse and up to two dependent children.

9. PRIVILEGES AND IMMUNITIES

The officer will be granted the privileges and immunities in accordance with the Protocol on Privileges and Immunities of the Caribbean Community.

10. GROUP HEALTH AND LIFE AND ACCIDENT INSURANCE

The officer will be required to participate in the Secretariat’s group health and group life and accident insurance schemes. With respect to the health scheme, the officer will contribute fifty per cent of the premium. The life and accident insurance scheme is non-contributory.

11. SUPERANNUATION

An officer on contract will, subject to satisfactory service, be eligible for a gratuity at the rate of twenty per cent of basic salary, computed on the basis of completed periods of three months’ service and payable at the end of the contract. Where the appointment is on secondment, the Secretariat will pay to the officer’s substantive employer, over the period of secondment, a contribution not exceeding twenty-five per cent of the pensionable salary normally payable to the officer by that employer so as to maintain the pensionable status of the officer in the substantive employment.
