Introduction

IHRC mission
The mission of the IHRC is to seek the coordinated, effective and efficient planning and implementation of priorities, plans and projects in support of Haiti’s recovery and development in the wake of the 12 January 2010 earthquake.
Main responsibilities
The Agriculture sector is one of 8 major sector areas within the IHRC. The agriculture sector expert reports directly to the Director of strategy and planning who works in close collaboration with the project Director. As a member of the Experts Group, she/he refines the sector plans; monitors the recovery progress against the plans, and refines and adjusts plans in response to the assessment of progress; works with the Agriculture Project Portfolio manager to solicit, review, approve, and monitor agriculture projects and assists in the debottlenecking of projects on sector specific issues. As the sector lead in a commission that works in conjunction with the Haitian government, this position is also responsible for liaising with the Ministry of Agriculture to ensure that the partnership is well-coordinated strategic and transparent, and that both the IHRC and the Ministry priorities are adhered to.
The IHRC is an adaptive organization that is evolving as Haiti’s recovery needs develop. As a consequence, the roles and responsibilities of the Sector expert will likely evolve along with Haiti’s recovery needs, strategies and progress, implementations and monitoring as well as with the IHRC’s strategy.


Fonctions

Specific duties
In refining the sector plans, the Sector Expert will work closely with, the Ministry of Agriculture, Presidential Commission, Agriculture Sectoral Tables, and Ministry of Planning to ensure that:
? Relevant gaps and overlaps are identified and addressed in the sector plan, or, if the plan doesn’t exist, that point people are identified to progress with drafting a plan;
? Sectoral plans and strategies are prioritized and sequenced to be consistent with, and integrated into, the master plan;
? Measureable milestones, outcomes and targets are developed.
In helping to monitor the recovery progress against the plans, the Sector Expert will coordinate with the relevant sector leads to ensure that:
? The sector plans and strategies are refined and adjusted in response to the assessment of progress and the assessment of the effectiveness of the strategies employed;
? Gaps in plans and strategies are identified and actions are taken to solicit projects and/or develop strategies to address these gaps;
? The project database is correctly managed and includes all necessary information for monitoring.
In conducting agriculture project analysis, and approval, and assisting in the debottlenecking of projects on sector specific issues, the Sector Expert will ensure that:
? Technical and sectoral inputs are provided into project and program review process and approval panels by working in conjunction with the Agriculture Project Portfolio Manager throughout the life cycle of a project.
Whenever needed, technical and sectoral expertise is provided to facilitate projects, address bottlenecks and expedite licenses, permits and land titles for approved projects and programs. In liaising with the Ministry of Agriculture and other government counterparts, the Agriculture Sector Expert will ensure that:
? The Government of Haiti’s priorities and the IHRC priorities are aligned and coordinated, to ensure fluid collaboration on implementation of Agriculture projects.
? The IHRC maintains a good working relationship with the Government and stays involved in their national project portfolio.
? A high level of engagement exists between international and government key actors in the sector to confront obstacles and coordinate implementation efforts.


Qualifications réquises

Traits and characteristics
The Sector Expert within the Strategy and Planning group will provide sectoral expertise and have the capacity to translate strategic goals and priorities into realistic and flexible plans and programs. She or he will have demonstrated both excellent analytical and abstract reasoning skills, and strong communication skills. She or he will have demonstrated integrity, enthusiasm, and interpersonal skills. Finally, she or he must be able to adapt to a continually evolving environment and thrive in an autonomous and deadline-oriented workplace.
Qualification requirements
The Sector expert will have significant experience in the public sector, non-profit sector or in a private firm, preferably in developing countries. She or he will also have considerable experience in her/his field of expertise mostly in a developing country. She or he will be able to demonstrate experience in writing documents, making presentations as well as clear leadership skills. She or he will also have a proven track record in building consensus in a complex, multi-stakeholder environment and in integrating cross-cutting themes such as gender equality and diversity into objectives, work plans and evaluations of results.

? Languages: Fluency in French and English; Creole would be an asset;
? Other Skills: Word processing and presentation skills.
Education
A university degree in engineering is mandatory coupled with technical expertise in construction, architecture, and logistics on a great scale or others with at least ten years of relevant professional experience.

Compensation
Appropriate compensation will be offered.
Term, location and travel
The successful candidate should be willing to commit to a 5 months period, which may be extended in the event that the IHRC’s mandate is extended. The Sector expert is expected to live full time in Haiti.
