Fonctions

Child Protection:
• As a key member of a multi-component project team will provide broad responsibilities for technical assistance across program of assistance to women, children and youth who are vulnerable to/affected by gender-based violence and the worst forms of child labor, ranging from trafficking to restavek labor to recruitment into gangs;
• Manages community and national level support needs assessments and assistance delivery;
• Coordinates with Grants manager and contributes to annual program statement.

Gender Advisor:
• As a key member of multi-component project team works closely with communities, NGOs and GOH to improve range, quality and scalability of medical, legal, psychosocial, rehabilitation and life skills services to women, children/youth who are vulnerable to or victims of violence and multiple forms of exploitation;
• Lead role in the development of project’s annual program statement and grantee selection process;
• Works closely with M&E staff to monitor gender differential access to and impact of national, community and NGO services for women, children/youth with which the project engages as well as to ensure gender disaggregation of performance data where appropriate across these entities as well as by the project.

Grants Manager:
• Responsible for the day to day management of USAID grants programs:
o Design and develop the calls for proposals;
o Create and operate a technical evaluation committee to review grant proposals;
o Provide support to and follow-up actions with grantees.
• Administer and monitor grants in line with established management policies, procedures, and practices;
• Implement and evaluate grant application process to ensure adherence to grants management policies;
• Ensure proper negotiation of the terms and conditions for sub-grants;
• Review and analyze budget estimates consistent with US government grant and program requirements.


Qualifications réquises

All Qualifications:
• A Master’s Degree in Social Sciences, such as international development, social work, public policy or other areas directly related to providing services to vulnerable populations, or equivalent experience;
• At least seven years of experience in the field of child protection, human rights and/or the
protection of vulnerable groups, at least some of which was in a development context; experience in Haiti or in similar contexts is highly desirable;
• Sound understanding of Haitian development needs and political environment;
• Fluent in spoken and written French and English at the FSI 4/4 level
• Creole is highly desirable.

Grants Manager:
• Five years of experience managing international donor grants programs;
