Introduction

Prior to the earthquake of January 12th Haiti was the largest Country Program in LACRO, with an approximate annual budget of $25M and a national staff team of over 300 people. In the response to the earthquake of January 12th the Country Program has increased dramatically in terms of annual budget and staff, particularly in Port au Prince. There are currently two large offices in Haiti (Port au Prince and Les Cayes) and four smaller offices: Port au Paix, Gonaives, Jeremie and Miragoine.

In May 2010, CRS initiated a shift from work in camps to communities. The objective of the community resettlement and recovery program (CRRP) is to resettle up to 5,000 displaced families in their communities of origin. This holistic program includes a housing component (demolition, transitional shelter construction, repairs), WASH (infrastructure, solid waste management, hygiene promotion), protection, as well as livelihoods recovery component. The program is currently being implemented in 6 different communities of metropolitan Port au Prince, with potential for expansion.

Primary Responsibilities:
The Deputy Area Coordinator directly reports to and assists the Area Coordinator who leads a team of multi-sectoral staff and is responsible for the quality and timely implementation of all CRRP components in the area of his/her responsibility. The Deputy Area Coordinator will work closely with the Area Coordinator to provide day–to-day management of staff and activities in a collaborative, consistent manner, and will act on his/her behalf when the area coordinator is out of office.


Fonctions



• Management and Program Implementation:

• Co-Lead a CRRP area team of around 20-30 staff, consisting of sectoral program implementation units;

• Ensure a quality registration process of properly targeted beneficiaries in targeted communities in line with CRRP targeting criteria;

• Work closely with PMs/POs for Shelter, Protection, WASH, Cash for Work, R2R and Livelihoods to ensure implementation of different program components in logical sequence;

• Ensure all reports provide the M&E and weekly reporting information for verification by area manager and uploading into database

• Ensure legitimate representation of the target population throughout the entire process of planning, implementation and evaluation of activities;

• Ensure women’s equitable participation in the program;

• Ensure accountability of the program towards all beneficiaries and community members, including disclosure of targeting criteria and the objectives of the program;

• Identify opportunities to brand all CRS activities in camps and communities where CRRP is being implemented;

• Communicate well so that all team members understand the decision-making structure, policies and procedures;

• Promote learning within and across CRRP area teams, promoting synergies;

• Deliberately work to develop and grow national staff to assume progressively more senior positions on the team



• Partnership, Representation and Coordination

o In absence of the area coordinator, represent CRS at the relevant sub-hub meetings across sectors, staying abreast of new practices and trends, as well as reporting on CRS’ work;

o Assist the area coordinator with the identification of local Catholic institutions with whom to engage in partnerships for the implementation of CRRP;

o Foster good relations with the partner to build its capacity to assume responsibility over program components;

o Lead community liaison officers in conducting regular focus group discussions and other informal discussions with camp residents and neighborhood returnees to monitor needs;

o Help coordinate all program activities with other NGOs and actors in the areas, seeking to avoid duplication and encourage possible synergies;

o Identify local grass root community groups to the maximum extent possible.



• Learning, Program Development and Growth

o Contribute to the strengthening and maintaining of appropriate project tracking and knowledge management systems for all activities;

o Identify program areas for improvement and work with the Area Coordinator, HoP and other program managers to design appropriate solutions;

o Propose, develop and participate in workshops to capture learning done as part of the program;

o Contribute to reports for CRS and donors, including sitrep updates and weekly M&E indicators;

o Together with the area manager and DMER develop assessments and evaluation of activities in the program area to develop needs based opportunities for deepened or expanded programming;

o As required, prepare project documents and other material to develop or promote coordination activities.



• HR and Staff Development

o Conduct coaching sessions with direct reports on a timely basis in accordance with CRS Performance Management Systems;

o Promote a culture of respect, learning, professionalism and excellence on the team;

o Provide on-the-job learning and other growth opportunities to develop new leaders in the team;

o Identify underperforming staff and develop Performance Improvement Plans in coordination with the area manager.



• Other

o Through consistent open and pro-active communication, ensure that the Area Coordinator has an accurate overview of day-to-day and medium/long term needs and opportunities;

o Consistently monitor security in the program area, as well as the routes to it, so as to ensure CRS staff and asset safety. Report changes in trends to supervisor and CP security focal person;

o Set a good example of self-care. Identify stress in team members and support constructive coping behaviors.


Qualifications réquises

Qualifications:
1) University degree in Management, Development or related field with two to three years of relevant experience;
2) Additional experience in administrative management is a plus;
3) Strong knowledge in community development and mobilization with two to three years of relevant experience;
4) Have prior experience in project management;
5) Ability to manage partnerships;
6) Have prior experience in supervision and leadership;
7) Sensitivity and understanding of the cultural norms, needs, and priorities of the Haitian community;
8) Ability to work well in a team under different and difficult circumstances

Competencies:
1. Excellent communication, writing, interpersonal and negotiation skills; ability to prepare clear and concise reports;
2. Demonstrated knowledge of project development, budget planning and monitoring;
3. Knowledge of structures and functions of national and international agencies, donors and organizations;
4. Strong strategic and creative thinking;
5. Capacity to work independently, personal commitment, drive for results and effective resource management skills;
6. Ability to make effective decisions under time pressure;
7. Ability to lead and supervise staff;
8. Demonstrated gender awareness and gender sensitivity;
9. Ability to work effectively and harmoniously with colleagues from varied culture and professional background;
10. Strong computer skills in a Microsoft Windows environment. Must include Excel and skills in database management.
11. Flexibility and adaptation to change in complex environments
