Introduction

Assume main management responsibility for both accounting and finance for the Haiti Office and ensure compliance with the contractual requirements of Haïti’s USAID bi-lateral program with the objective of providing professional accountancy services consistent with generally accepted accounting principles. S/he is expected to assist in the development, implementation, monitoring and coordination of project activities as outlined hereunder.


Fonctions

1. Supervision of the finance staff in the financial management of the Country Office (CO) and Non-Governmental Organizations (NGOs).

2. Provides main support with problem resolution on CO cash accounts, bank resolutions, GFAS accounting software, resolution of audited questioned costs, and financial close outs.

3. In full charge of the accounting workflow in the review and audit of CO and subrecipient reports for reimbursement of expenditures.

4. Assists in the determination of requisite management actions and appropriate audit response from the Haïti Office and sub-grantees of FHI within the country and follow up on all audit findings with reports of actions to FHI HQ.

5. Conducts regular audits with project partners to assure the proper management of project funds.

6. Supervision of the analysis, development, and monitoring of accounting/fiscal control procedures and program budgets including monitoring cash flows and requesting for fund transfers from FHI/HQ.

7. Supervise the preparation, update and analysis of financial/budget reports by different source of funds for CO staff to monitor and track obligations and expenditures.

8. Supervise the preparation of special reports as requested by FHI & USAID or any other donors.

9. Supervise and approve the GFAS double entry accounting system monthly reports.

10. Provides technical assistance to IA’s on accounting and financial matters. Identify areas needing improvement, and provide necessary staff development and training.

11. Assist FHI-Haïti Program staff in monitoring of IA’s budgets in accordance with approved workplan activities.

12. Prepare written and verbal responses to inquiries and requests for budgetary information.

13. Supervise the preparation of monthly and annual financial reports, including financial status of subprojects account activities, with accompanying bank documentation and receipts

14. Supervise subordinates to ensure that duties are carried out according to schedule.

15. Carry out such other duties and assignments, as may be requested by the FHI hierarchy.


Qualifications réquises

1. University degree in accounting, Finance and Business Administration or its recognized equivalent

2. CPA. ACA, ICAN or recognized equivalent

3. Minimum of 10 years experience in accounting related to NGOs and community level programs, with increasing responsibility

4. Familiarity with USAID-funded programs and Haïti non-governmental organizations

5. Experience must reflect the knowledge, skills and abilities listed above

6. Fluency in French & English
