Introduction

The Reporting Compliance Officer is a key individual in the CRS PAP Material Resources Department (MRD) structure. The Reporting Compliance Officer: works closely with the Shipping Coordinator, the Warehouse and Logistics Manager, the Commodity Compliance Officer, the Database Officer, and the MRD staff in PAP and in Les Cayes preparing reports for submission to USAID and CRS headquarters.

He/She works with Database Officer to coordinate Commodity Reporting and responds to reports requests from CRS programs, He/she works to assure that CRS Haiti carries out all of its Public Law #480 (PL480) / Title II commodity activities in accordance with the Code 22 of Federal Regulations (CFR) 211 and the CRS Commodity Accountability Manual, actively participates in the problem solving process within the MRD unit, and contributes to the improvement of the MRD.


Fonctions

Commodity accounting tasks:

• Liaise with the Shipping Coordinator on tracking commodity arrivals, customs clearance, surveying and all relevant reporting, and then ensure that the Database Officer (DBO) input this data into the Database and Information System Manager.

• Ensure that the information from the survey and warehouse reports is entered into FoodLog. Reconcile survey reports and calculate inland losses

• Ensure all receipt and dispatch waybills are entered into FoodLog and cross checked against the original documents. Check for skipped waybill numbers.


• Reconcile all warehouse reports against the previous closing balance, receipts, dispatches, physical inventories, and loss reports.

• Maintain and update the section filing repertory on a regular basis.

• Ensure back up of Food Log database is regularly made.

• Follow all commodity transactions to identify all irregularities and work on corrective action with the other parties concerned.

• Participate in data’s validation, alert reports and supervision.

• Ensure that all losses are documented in loss reports and summarized in a monthly LSR which are forwarded to the Senior Warehouse Manager.

• Ensure that all pertinent information is entered in the Master shipping ledger.

• Save as Backup to the WLM/LTO in liaising with the shipping coordinator on tracking commodity arrivals, surveying and all relevant reporting and then liaise with the Database Officer/DISM to input this data into the Food Log System.

• Through supervision of the Database Officer and the data Entry clerk, ensure that data is correctly entered in Food Log.

• Backup the warehouses transactions supervision.

Reports Compiling

• Ensure documentation is on file for all Food Log generated reports and provide supporting documentation for all reports submitted to USAID.

• Specifically manage all losses, obtaining proper documentation from health and legal authorities, monitoring, warehouse and surveyors and submit monthly loss reports to MRD Manager. Compile reports of loss of office Cayes with with those of the office in Port-au-Prince for submission to USAID after validating them with the Country Representative/ Operations Director.

• Compile on a daily basis supporting documentation for the standards reports and assure their submissions are made on time.

• Compile the quarterly CSR and RSR for Les Cayes and PAP warehouses for submission to USAID.

• Compile the Damage, Misuse, Commodity Reports to be submitted to USAID for each loss that is valued at least $500 and over.

• Work with the Warehouse and Logistic Manager to ensure that all planning about spoiled food Transfer to PAP is well documented.

Monetization

Maintain ongoing contact with the Haiti CS Monetization Consortium Lead Agency to ensure appropriate cash resources for CRS/HT’s DAP operations when CRS is not lead Agency and,


Qualifications réquises



- Bachelor Degree or equivalent , Management, Logistics, or related field.

- At least three years of office experience

- Experience in commodity management, warehousing, or logistics experience an advantage/

- Strong writing and verbal skills in French and English

- Strong demonstrated analytical skills

- Significant experience creating and editing documents and spreadsheets in contemporary computer programs (Microsoft Word, Excel, and Access, Outlook)

- Ability to work well in an individual or group setting and a fast paced and challenging environment
